Outline and implementation status of decommissioning plan of JRR-4

Japan Research Reactor No.4 (JRR-4) had been shifted to decommissioning phase in December 2017 after we received the approval of the decommissioning plan of JRR-4 on June 2017 and the approval of the change of the safety regulations related to it. Decommissioning works are divided two phases and proceeded according to its plan. In the first phase (from fiscal 2017 to 2024), we perform reactor shutdown, fuel removal and maintenance management, and in the second phase (from fiscal 2025 to 2036), the dismantling works. JRR-4 was initially installed for the purpose of shielding experiments of the nuclear ship 'Mutsu', reached its first criticality in 1965, and had been operated for about 45 years until December 2010. However, in consideration of the expenses required for the new regulatory standards implemented after the Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Plant accident and aging degradation, the decommissioning of JRR-4 was determined according to the JAEA reform plan in September 2013. This report describes the outline of the decommissioning plan of JRR-4 and the status of its implementation. (author)

日本原子力研究開発機構(JAEA)の研究炉JRR-4(Japan Research Reactor No.4)は、2017年6月に廃止措置計画、同年11月に保安規定の変更認可を受け、廃止措置に移行した。廃止措置は、原子炉の機能停止、燃料体搬出及び維持管理の段階である第1段階(認可後から2024年度まで)と解体撤去段階である第2段階(2025年度~2036年度まで)の2つの段階に大きく分けられ、廃止措置計画に従って進められる。JRR-4は、当初、原子力船「むつ」の遮蔽実験を目的として設置され1965年初臨界に達し、2010年12月まで約45年間運転を実施してきたが、東電福島第一原発事故後に施行された新規制基準への必要経費、高経年化の状況等を考慮し、2013年9月の原子力機構改革により廃止が決定された。本報告では、JRR-4の廃止措置計画の概要とこれまでの実施状況について紹介する。(著者)Additional details
