Nuclear security: France's view
Description
Other papers have discussed the nature of the threat of malicious acts involving nuclear and other radioactive material and associated facilities. Of course, responsibilities in these fields fall primarily on the States, but governments must be able to base themselves effectively on international references as well as on international exchanges and cooperation, starting from the high level of protection from which nuclear activities already benefit. Strengthening the response to malicious acts involving nuclear and other radioactive material should take into account national specificities and the diversity of threats. The responses cannot be unique. Against this background, I would like to present briefly the international action of France, which is based on three axes: (a) Cooperation with the IAEA and under the auspices of the IAEA in the context of its Nuclear Security Plan of Activities; (b) Initiatives and partnerships in relevant international forums; (c) Strengthening of the international framework
