[en] The author analyses some juridical instruments signed among Brazil and his commercial partners in the nuclear field: the way as it has been reflected and it has modeled the Brazilian Nuclear Program - BNP. It is very much important a Nuclear Law/Bill of the Nuclear Rights directed to the uranium and the BNP defense. It is compared the Brazilian petroleum situation, before 1952, with the present uranium situation. It is purposed a Constitutional disposal, protecting the uranium and all the other nuclear strategic minerals state monopoly, to be inserted in the next Brazilian Constitution and the URANIOBRAS creation, similar to PETROBRAS. [en] After a comment on the context of the assessment (agenda issues, assessment conditions, an unfulfilled approach, issue of the articulation between the national strategy for research and the national strategy for energy research), this report outlines that the national strategy for research on energy is a consistent work basis as it has been produced with a large collaboration. It discusses objectives and constraints of this strategy, its four main orientations and its fifteen actions. It outlines the need of a definition of objectives for energy research, the need to accelerate research and innovation, and to identify promising sectors. It discusses priority research axes in the field of energy production (research on solar, wind, hydraulic, nuclear, and oil energy), in the field of integration of varying energies (smart grids, energy storage), and in the field of energy efficiency (energy saving in buildings, transport energy performance). Recommendations are made, and the examination of the report by the Office is reported. Public hearings are reported in appendices, as well as other documents (letters to ministers, decree, contributions).
