[en] Each system runs with the aim of achieving organisational objectives through the management system. However, even though it has been anticipated in various ways through various kinds of safety engineering approaches, incidents and even severe accidents are still possible to be happen. Management systems with their derivative documents like standard operating procedures are prepared to keep the system operating under normal conditions. However, such management system tools are sometimes cannot be applied in an emergency condition which requires a beyond ordinary action. That action is becoming the scope of resilience engineering in the effort to restore the system into normal conditions and/or to avoid more severe accidents. This article explaining the concepts of resilience engineering, how this concept should be applied together with the management system through the spectrum leadership approach as an effort to anticipate events that possibly can lead to severe accidents. This study shows that the resilience engineering, system management and spectrum leadership are very close correlated and have to be owned by all levels of personnel in the high-risk installation organization. [en] Service behavior is defined generally as service behavior that refers to official job descriptions, service scripts, and completes core service tasks using standard service procedures. Evaluation of the behavior of service officers has the opportunity to trigger continuous improvement in service quality to improve organizational performance-primary data from 73 questionnaires, which are the result of customer satisfaction assessment of nuclear mineral technology services. Data analysis used descriptive frequency statistics that provide a typical condition of the diversity of data. The behavioral evaluation results show that service personnel is polite, not selective; all customers have the same position, officers complete services according to the agreed period, officers complete services following service requirements. This research provides evidence that uncertainty in serving customers requires front line employees to take personal initiative to anticipate customer needs, prevent and eliminate potential obstacles in service delivery, and continuously identify new opportunities to improve service quality. [en] This article in the Swiss Bulletin on Applied Geology presents basic thoughts that have been developed from professional experience gained by an engineer-geologist who especially considers communicative challenges. He presents a four-sided model which considers the interaction between the sender of a communication, the message itself and its receiver. The model considers factual content, self-revelation, relationship and the appeal made. A further structuring of a public ally effective project - its technical implementation, financing and acceptance - is discussed. Also, indirect communication such as via public media is looked at along with the possible distortion of the message that may occur. The author recommends early consideration of projects and the inclusion of specialised resources along with mutual trust between those involved in order to provide the necessary acceptance of a project
[en] The requirement of prior consultation of surrounding populations of nuclear sites in decommissioning is based on various instruments of environmental law - international, regional with the European Union law and national. The administrative High Court has already penalized the noncompliance in the specific context of nuclear decommissioning. If these environmental legal instruments don't require the form to be taken by the prior consultation of surrounding populations, the French nuclear law requires today the regulated procedure of public inquiry, but without requiring the organization of a prior public debate. [fr]L'obligation de consultation prealable des populations environnantes des sites nucleaires en demantelement repose sur divers instruments de droit de l'environnement - internationaux, regionaux avec le droit de l'Union europeenne et nationaux - dont le Conseil d'Etat a deja ete amene a sanctionner le non-respect dans le contexte precis du demantelement nucleaire. Si ces instruments juridiques environnementaux n'imposent nullement la forme que doit revetir la consultation prealable des populations environnantes, le droit nucleaire francais exige aujourd'hui la procedure reglementee de l'enquete publique, sans toutefois requerir l'organisation d'un debat public en amont. [en] After a brief evocation of the different obligations, notably administrative obligations related to the organisation of dismantling operations in the case of a Nuclear Basic Installation (INB), with different legal texts which define the various responsibilities, the author notices that these obligations may result in very large amounts of money, and the risk of insolvency of the operator. Thus he notices that the French law hesitates between two possibilities: either one waits for the moment of dismantling to realise the operator insolvency, or this problem is anticipated through the building up of financial guarantees. For INBs, the second possibility is applied. Thus, the author first describes how the cost of an INB restoration is anticipated: mandatory asset building assets corresponding to dismantling costs, provisions), asset securing (provision cover, control of the risk of non representation). Then, the author examines how this responsibility is assumed: the restoration cost is assumed within the group of companies (use of voluntary recognizance of third-party company, legal recourse against the parent company), case of a restoration cost assumed by the State.
[en] The Nuclear Safety Authority, Administrative authority which independence is recent and can be improved, plays a central role in Nuclear installations dismantling. It participates to preliminary phase of the nuclear installation exploitation which is crucial for the future dismantling. However, during this phase the main obstacle is information access, including financial one, which is very difficult and uncertain. Then, Nuclear Safety Authority is informed and gives its advice before the closure of the nuclear power station. It will later inspect installations during the dismantling and decide the decommissioning. The latter power is however approved by the Minister. In each period, Nuclear Safety Authority is in a delicate situation, between public operators, executive power and public opinion. (author)
[fr]L'Autorite de surete nucleaire (ASN), autorite administrative dont l'independance affichee est assez recente et pourrait etre amelioree, dispose d'un role central dans le demantelement des installations nucleaires de base. Elle participe activement a la phase prealable a l'exploitation d'une installation nucleaire qui a une importance cruciale pour le bon deroulement du demantelement futur. Neanmoins pendant cette phase, les difficultes d'acces aux informations, notamment financiere, sont un obstacle majeur. L'ASN est ensuite informee et donne son avis avant la mise a l'arret definitif de l'installation. Elle inspectera plus tard les installations en phase de demantelement et decidera enfin de leur declassement, pouvoir soumis a homologation du Ministre. Quelle que soit la periode donnee, l'ASN est toujours dans une situation delicate entre les operateurs publics, le pouvoir executif et l'opinion publique. (auteur)
[en] This publication aims at being a guide for the setting-up of methanization projects. This methodology comprises five main steps, each of them being briefly complemented by information related to returns on experiences: asking the right question (why, what to do, which outputs), adapting the process to the needs (a good definition of needs, skills of the project holder, six key steps to set up the project), choosing the project typology and orientation (product type and origin, endogenous or exogenous materials, ways to valorise the produced biogas, issue of energy efficiency), surrounding oneself with good people, understanding the actor game, communicating (communication and dialogue as success factors, key actors) and anticipating risks (to take the contractual risk into account through dialogue, importance of the contractual cover, expectations of the bank regarding project funding, cash management, investment structures).
[en] This directive published by the Swiss Nuclear Safety Inspectorate ENSI describes the mandate received from the Swiss Federal Government for the period 2020-2023. After an introductory chapter on the scope of the work to be carried out by the inspectorate, its responsibilities and the associated boards and committees, the current situation is reviewed. Apart from the safe operation of nuclear facilities, the safe disposal of radioactive wastes is to be monitored by ENSI. The strategical aims of the monitoring activities also concern the decommissioning of nuclear plant, radiation protection, emergency measures, information and communication as well as personnel and finance policy. The financial framework of the ENSI is briefly looked at.
[en] This publication mainly proposes commented figures, graphs and tables which illustrate the situation of biomethane injection projects which valorise their biomethane by injection into natural gas networks, and which have been awarded an identification receipt by the ADEME. After a recall on the identification process (operation, date of identification, difficulties faced for identification), the report proposes a synthesis which addresses all sectors (number of identified projects, regional distribution, delay between identification request and provisional commissioning, distribution of biomethane deliverability per sector, types of injected networks), and the different cases of methanization (farm-based methanization, centralised methanization, installations of storage of non-hazardous wastes or ISDND, other methanization, agri-food industry methanization, methanization of domestic wastes) with, for each category, indications of the number of identified projects, regional distribution, substrate supply, and biomethane production.
[fr]Ce rapport dresse un etat des lieux de la dynamique des projets de production de biogaz par injection de biomethane depuis 2011 jusqu'au 1er trimestre 2020 selon les declarations faites par les porteurs de projets dans le cadre de la procedure d'identification Ademe. Ce bilan comptabilise 945 projets, toutes filieres de production confondues, pour une capacite annuelle de production de pres de 16 TWh. La filiere methanisation par injection de biomethane beneficie de retours d'experience positifs mais la crainte d'une evolution de tarifs plus bas a precipite de nombreux projets a demander un recepisse d'identification afin de valider au plus vite un contrat d'achat. Il est probable qu'une part de ces projets n'aboutissent pas faute d'une maturite technique ou financiere suffisante.
[en] This performance agreement published by the Swiss Confederation presents the agreement made between the Board Governors of the Swiss Nuclear Safety Inspectorate ENSI and the management of the ENSI Inspectorate. The agreement includes the strategic goals to be aimed for, including eight detailed goals concerning the technical forum and response to emergencies as well as communication. Further aims defined concern periodical safety reviews, technical updates, the decommissioning of the Muehleberg nuclear plant, earthquake-related issues and deep geological depositories. Aims concerning operational surveillance and management are examined. Finally, financing is briefly examined.
