[en] Radiation therapists (RTs) need to engage more in research to establish an evidence base for their daily practice. However, RTs world-wide conduct little research themselves, although positive moves have been made in some countries. This project is the second stage of a Delphi process aimed at prioritising RT areas of research interest. A questionnaire was constructed using responses to a previous questionnaire which identified the research interests of Australian RTs. Fifty-three Research Areas were identified from these responses and grouped into 12 categories such as 'imaging in radiation therapy', 'symptom management', 'accuracy of patient positioning' and 'techniques/equipment'. The survey was sent to all Australian departments of radiation oncology, and RTs were asked to form interest groups to discuss and prioritise the Research Areas. There was a 50% response rate (18 of 36 departments surveyed). The highest ranked research Category was 'imaging in radiation therapy'. Six of the top 10 ranked Research Areas were within Central RT practice ('imaging in radiation therapy'; 'symptom management'; 'accuracy of patient positioning' and 'techniques/equipment') and the other four were within broader RT practice ('diversification, recognition and other professional issues'; and 'management and staff issues'). Patient Care was also considered to be an area requiring more research. This prioritization of Research Areas and categories provides a useful list of future research for RTs, which will enable them to decide whether their research ideas are a high priority, and spend less time deciding on a relevant research topic that needs investigation in their own workplaces.
[en] As required by the Quebec government, Hydro-Quebec implemented a plan to consult interested parties with regard to its Development Plan 1993. One of the purposes of this consultation was to facilitate a legislative review of the Development Plan by ensuring that all concerned (including interest groups and the general public) have a better understanding of the issues involved. Each consultation step was tied in with the various steps of the utility's planning process. The outside groups helped identify options, draw up scenarios or combinations of options in order to assess their impacts, and select the most attractive options that would serve as development orientations. The consultation exercise, which occurred from November 1991 to October 1992, is described along with the groups' participation and how each step was conducted. Highlights are presented of the groups' comments and their proposals are summarized. Four major themes were submitted for consultation: the encouragement of electro-intensive industries in Quebec, energy efficiency, export sales policy, and the type of power generation to be chosen for meeting future needs. 12 tabs

[en] Utilizing data from a survey of participants at the May 6, 1979 antinuclear rally in Washington, DC (N = 420), this dissertation explored some of the major structural and ideological characteristics of the American Antinuclear Movement. By organizing the data around three of the key analytical concepts in the study of social movements - mobilization, recruitment, and ideology - the author was able to derive from the demonstration sample a descriptive and illustrative analysis of those individuals, organizations, and processes involved in the national antinuclear crusade. Given that few researchers have actively studied the antinuclear movement beyond the scope of local or regional protests, this work constitutes the only empirical study to date examining a cross section of the movement's participants from a sociological perspective. It is also one of the few attempts to use a national demonstration as a social laboratory for the study of a social movement in general. In terms of the mobilization variables examined in the study, it was found that organizational networks, past movement activism, and individual resources were important factors in the May 6 mobilization effort. While less than one-half of the demonstrators were part of the antinuclear organizational network per se, most of them had been active in the major protest movements of the 1960's and 1970's. The demonstrators were relatively high in socio-economic resources and had occupational or educational schedules conducive to creating the necessary discretionary time for movement participation
[en] This article examines the impact of imprecise terminology on the energy policymaking process in US, focusing on the manipulation of discourse by different political–economic interests seeking to sway popular opinion. Using the 2012 US Presidential Elections as a backdrop, the analysis highlights the cooption of the concepts “security,” “independence,” and “sustainability” in energy debates by different and often opposing interest groups. The article’s first section traces the malleability of energy terminology to the vagueness of the term “energy” itself and notes how qualifying words like security, independence, and sustainability have been selectively exploited to introduce further ambiguity to an already fungible concept. The second section notes that while energy is a critical and complex factor of macroeconomic production, its main public visibility comes via a few partially representative numbers, like gasoline prices. This mismatch of broad social importance and piecemeal public understanding enables organized interests to leverage vague terminology in support of particular policy ideas. The third section examines three policymaking tools (1) taxation, (2) regulation, and (3) technology promotion and compares these administrative instruments. [en] In this article, we propose quantum position verification (QPV) schemes where all the channels are untrusted except the position of the prover and distant reference stations of verifiers. We review and analyze the existing QPV schemes containing some pre-shared data between the prover and verifiers. Most of these schemes are based on non-cryptographic assumptions, i.e. quantum/classical channels between the verifiers are secure. It seems impractical in an environment fully controlled by adversaries and would lead to security compromise in practical implementations. However, our proposed formula for QPV is more robust, secure and according to the standard assumptions of cryptography. Furthermore, once the position of the prover is verified, our schemes establish secret keys in parallel and can be used for authentication and secret communication between the prover and verifiers. [en] Precautionary measures are provisional measures by nature, and need to be regularly reviewed when scientific information either calls for relaxation or strengthening of those measures. Within the EU context, these provisional measures do not have a prefixed 'expiry' date: one can only lift precautionary measures if scientific knowledge has progressed to a point that one would be able to translate (former) uncertainties in terms of risk and adverse effects in terms of defined, consensual levels of harm/damage. Precautionary frameworks facilitate in particular deliberation at the science/policy/society interfaces to which risk management is fully connected. Applying the precautionary principle is to be seen as a normative risk management exercise which builds upon scientific risk assessments. An ongoing scientific and normative deliberation at the science/policy interface involves a shift in science centred debates on the probability of risks towards a science informed debate on uncertainties and plausible adverse effects: this means that decisions should not only be based on available data but on a broad scientific knowledge base including a variety of scientific disciplines. The invocation, implementation and application of the precautionary principle follows a progressive line of different levels of deliberations (which obviously can be interconnected to each other but are distinguished here for analytical purposes). I have listed these levels of deliberation in a table. The table provides a model for guiding all the relevant normative levels of deliberation which are all needed in order to eventually make the legitimate conclusions on the acceptability of products or processes. The table provides a progressive line of those levels of deliberations from the initial invocation of the precautionary principle at the political level down to level of risk management decisions but at the same time show their inter relatedness. Although the table may suggest a particular sequence in an ideal world (e.g. from the political level downwards), practically the 'entry' stage can be at any level and those levels do not represent a hierarchy in any sense. Practices which were formerly not based on the precautionary principle may become based on the precautionary principle by discussions which arise at the science/policy interface. I conclude with an overall definition of the precautionary principle (rather than a specified definition of the precautionary principle for a particular area, such as the environment, human health or food safety) while remaining within the wide scope and limits of the recent rulings of the European Court of Justice, the broad EU endorsement of the European Guidelines on the precautionary principle, and international obligations under international Treaties such as those under the WTO and the UN. The definition contains all the normative dimensions discussed in this contribution: Where, following an assessment of available scientific information, there are reasonable grounds for concern for the possibility of adverse effects but scientific uncertainty persists, provisional risk management measures based on a broad cost/benefit analysis whereby priority will be given to human health and the environment, necessary to ensure the chosen high level of protection in the Community and proportionate to this level of protection, may be adopted, pending further scientific information for a more comprehensive risk assessment, without having to wait until the reality and seriousness of those adverse effects become fully apparent
[en] The author feels that, with electric demand growth of 4.5 to 5% per year expected, it will be only a matter of time before stepping-up the stream of utility capacity additions becomes an important issue. If demand grows 4.5% per year instead of 2.8% as projected by NERC, demand will be 10% higher and peak reserve margins about 12 percentage points lower than envisioned by the NERC projections after five years. By 1988 or 1989, little or no excess capacity will remain, and the utilities will be faced with adding twice as much capacity annually as now planned to avoid service deterioration. As questions about the adequacy of current utility capacity plans and concerns about service quality move toward center stage, the antinuclear movement should find it increasingly difficult to garner the broad support it now enjoys. Capacity represented by any uncompleted nuclear plants will appear increasingly beneficial, and those who do not have strong antinuclear sentiments should become increasingly hesitant about lending support to the movement. Accordingly, electric demand growth in due course can be expected to drain marginal supporters from the antinuclear movement and thereby erode the movement's vitality
[en] Interviews with group objectors at the Hinkley 'C' Inquiry in the UK into the planning application for the construction of a pressurized water reactor, sought to ascertain both the level of resources that they were devoting to the Inquiry, and the objectives and expectations of achieving them that the groups held. It is concluded that: although groups claimed to be pursuing strategies that were external to the Inquiry process, the nature of the Inquiry limited the success of this approach; the representatives of groups interviewed displayed ambivalence, simultaneously believing participation was worthwhile and that the Inquiry was a sham; groups' most successful tactic was that of delay through mass objection and participation. The Public Inquiry system may present a formidable obstacle to the implementation of any future UK nuclear power programme. (author)
