[en] The study examines the reasons for the limited dissemination of solar lanterns in India. It uses 'diffusion of innovation' framework to examine the dissemination process. The impact of the characteristics of solar lantern on dissemination and also the communication within the community about the product are examined. To understand the influence of the characteristics of solar lantern on dissemination and the information source used by adopters, a survey of 188 users across 15 locations is carried out. The study shows that the benefits promoted by the government programme for disseminating solar lantern are not the reasons for purchase in most cases. The results suggest that the emphasis on subsidy by the support programme shifts the focus to the cost of the solar lantern than its benefits. Contrary to expectation there is no significant difference in the profile of early and late adopters. The subsidy for solar lanterns and the targets set for government officials are the possible influence on the observed profile for adopter categories. The early majority who can afford the solar lantern and take up the innovation on its merits are expected to disseminate the innovation. The programme on the contrary not only fails to identify and promote to the early adopters, but focus on the disadvantaged groups. There are therefore no champions for the innovation and an absence of word-of-mouth communication. The information source is restricted to government agencies, while the potential user looks for evaluative information on the product from existing users. The application of 'diffusion of innovation' framework to understand the dissemination process of solar lantern suggests reworking the support programmes designed to promote solar lanterns. The lessons can be extended to programmes designed for dissemination of other solar photovoltaic products
[en] Karnataka has been among the most successful markets for solar lighting systems (SLS) among Indian states. In order to understand the dynamics of systems adoption and operation, that have fostered market based adoption of solar lighting, we interviewed rural households from six districts that had purchased solar lighting systems using loans at market rates, the rural banks that provided loans and the solar firms that marketed the technology. We found that a large proportion of households in our sample were connected to the grid but chose to install solar lighting because they considered the power supply from the grid to be unreliable. Households in our sample reported savings on electricity costs and reduced kerosene usage for lighting. In addition to providing credit, banks also play a key role in ensuring good service and maintenance; the viability of the SLS market is thus critically dependent on the role that the banks play as intermediaries between consumers and solar firms in rural areas. Government programs should be carefully designed to match the incentives of firms, banks and consumers if the successes of the ‘Karnataka model’ are to be repeated and amplified. -- Highlights: •Solar lighting system (SLS) adoption in Karnataka largely through commercial sales. •Most surveyed households adopted SLS due to grid supply unreliability. •Rural banks critical in introducing consumers to firms and financing systems. •Banks also play support role in ensuring after-sales maintenance. •Institutional structure may limit choice of firms and products
[en] In the last three years, the California Institute for Energy and Environment (CIEE), along with the California Public Utilities Commission (CPUC), managed three market effects studies that were funded by the CPUC. This paper summarizes the key findings from these studies that focused on compact fluorescent lamps (CFLs), residential new construction (RNC), and high bay lighting (HBL), with a particular focus on changes to California's market effects evaluation protocol and lessons learned during the evaluation of market effects. This paper also summarizes the key results from a survey that was conducted by CIEE in February 2011 to determine what additional studies should be conducted in the evaluation of market effects. - Highlights: • We summarize three market effects studies and provide lessons learned. • Collect baseline market data as early as possible and throughout program lifecycle. • Estimate market effects throughout a program's lifecycle. • Require hypothesis testing as part of the evaluation. • Include elements of market effects evaluation in other program evaluations
[en] The behavior of building designers is conditioned by the existing legislation and regulations in the national context in which they operate. However, in the Portuguese legislation there are no rules concerning the use of daylight, and therefore, designers are not stimulated to adopt solutions that make use of the existing potential of sunlight availability. In the same way, it is difficult to understand the lack of specific regulation, with quantified targets, limiting power density of artificial lighting installed inside buildings. The present opportunity, generated by the need to carry out the revision of Portuguese building energy systems regulation, should be used to fill the existing gap in national legislation regarding those matters. In this paper the authors present some proposals for future legislation that will have as central purpose the utilization of efficient lighting systems and the promotion of architectural solutions that optimize the use of daylighting. It is possible, and desirable, to add new directives to national legislation that contribute to the improvement of Portuguese buildings, characterized by its good performance in terms of daylight availability, and at the same time, increasing the energy efficiency and reducing the energy consumption of lighting systems installed in those buildings. - Highlights: • In the Portuguese legislation there are no rules concerning the use of daylight. • Lack of specific regulation limiting power density of artificial lighting. • Revision of Portuguese building energy systems regulation. • Some proposals for future legislation. • Improvement of Portuguese buildings promoting energy efficiency
[en] This article investigates the barriers to energy efficiency at the residential sector within one province in China and explores patterns of household electricity consumption. The article presents the results of a survey questionnaire distributed to more than 600 households in Liaoning Province, field research at various Liaoning government agencies, and research interviews of Liaoning government officials to determine the efficacy of their energy efficiency efforts in China. It then investigates the extent that electricity consumers have taken advantage of energy efficiency opportunities relating to more efficient lights, water heaters, appliances, air-conditioners and heaters, and better energy-efficiency labels. The article also assesses the degree that electricity users have become more aware about electricity prices and their levels of consumption, and touches on the connection between rising levels of income and electricity use. It concludes by providing recommendations for how to improve efforts to promote conservation and reduce electricity load growth in Liaoning Province and beyond.
[en] We evaluate the joint use of satellite-observed intensity of urban nightlights and census-based population density data as constraints on the spatial structure of CO2 emissions from fossil fuels. Findings are: (1) the probability that population density exceeds a given value follows a power-law distribution over two orders of magnitude of population density, encompassing the 40% of the global population at the highest densities. (2) The corresponding probability distribution for nightlights intensity also follows a power-law, departing near instrumental saturation. (3) Assuming that the true nightlights intensity distribution follows the power-law above instrumental saturation, we obtain a correction for saturation errors in the nightlights data. The amplification of nightlights intensity required to correct for saturation errors is estimated to be a factor of 1.15-1.23 globally and much greater in regions with high nightlights intensities. (4) Correcting for saturation, we observe clear empirical relationships between nightlights intensity and areal densities of energy consumption, fossil-fuel emissions and economic activity, holding throughout the development spectrum. (5) We indicate how these relationships underpin a fossil-fuel data assimilation system (FFDAS) for estimating fossil-fuel CO2 emissions.
[en] The imperative to pursue energy efficiency improvements is clearly on the political agenda at all levels of governments. This paper explores the lessons from past attempts at galvanising international efforts to expand energy efficiency activities through the use of international-level recommendations. Drawing on these lessons, the paper outlines the IEA response to the call for policy advice on energy efficiency through the G8 Gleneagles Plan of Action. Specifically, the paper outlines a 'necessary conditions' framework that was used to develop a set of energy efficiency policy priorities and describes the subsequent recommendations presented to the G8 in Hokkaido-Toyako Summit in 2008. The recommendations cover 25 fields of action in seven priority areas: buildings, appliances, lighting, transport, industry, energy utilities and cross-sectoral issues. Together, the suite of recommendations sets out an ambitious road map for global energy efficiency improvement. If implemented globally without delay, they could save around 8.2 GtCO2/yr or 96 EJ/yr by 2030. This is equivalent to roughly twice the current total EU energy-related CO2 emissions.
[en] We examine the economic feasibility of using dedicated DC circuits to operate lighting in commercial buildings. We compare light-emitting diodes (LEDs) and fluorescents that are powered by either a central DC power supply or traditional AC grid electricity, with and without solar photovoltaics (PV) and battery back-up. Using DOE performance targets for LEDs and solar PV, we find that by 2012 LEDs have the lowest levelized annualized cost (LAC). If a DC voltage standard were developed, so that each LED fixture's driver could be eliminated, LACs could decrease, on average, by 5% compared to AC LEDs with a driver in each fixture. DC circuits in grid-connected PV-powered LED lighting systems can lower the total unsubsidized capital costs by 4–21% and LACs by 2–21% compared to AC grid-connected PV LEDs. Grid-connected PV LEDs may match the LAC of grid-powered fluorescents by 2013. This outcome depends more on manufacturers' ability to produce LEDs that follow DOE's lamp production cost and efficacy targets, than on reducing power electronics costs for DC building circuits and voltage standardization. Further work is needed to better understand potential safety risks with DC distribution and to remove design, installation, permitting, and regulatory barriers. - Highlights: ► We model a 48,000 ft2 commercial building lighting system with AC and DC circuits. ► At 2012 efficacies and costs, LEDs are lowest levelized annual cost (LAC) option. ► DC LEDs can lead from an LAC increase of 5% to a decrease of 15% (vs. AC LEDs). ► Grid-connected DC LEDs with PV can lower LACs by 2–21% (vs. PV-AC LEDs). ► PV-DC LEDs may match the LAC of grid-powered AC fluorescents by ∼2013.
[en] One of the most substantial tools that serve decision makers in their efforts to reduce greenhouse gas emissions includes energy efficiency measures that in most cases benefit from governmental assistance for achieving electricity consumption reduction goals. This paper examines five energy efficiency measures, defining a combined sustainability index. A multi-criteria analysis of five predefined indices was developed (economic, environmental, technology, social and political), providing a combined index for each measure and a tool for identifying the preferred measure within a specific situation, based on its total sustainability score. In this research, a case study was conducted and the preferred measure was found to be municipal street lighting systems, based on its high political and social scores, and its relatively high installation potential. The second choice would be replacement of chillers in the industrial sector, and the least favorable measure is the replacement of water pumps in the water sector. The methodology described brings into account the technological specifications of the measure implemented, and the specific national conditions under which it is implemented. - Highlights: • A MCDA of five indices was developed to define a combined sustainability index. • Criteria defined were environment, technology, economy, social and political. • Five energy efficiency measures were rated, based on their total sustainability score. • Measures were in five main electricity consumption sectors. • The preferred measure found in the case study was municipal street lighting systems.
[en] Many countries are endeavouring to supply more of their energy from renewable resources. Such countries are also experiencing an aging population with a greater proportion of people aged ≥65 years. This demographic shift may reduce the uptake of renewable energy, if older person households are less inclined to accept change and adopt new technologies. This paper assesses whether such households have different behavioural responses to energy efficiency compared to the rest of society and investigates whether micro-generation renewable energy technologies are less likely to be adopted by these households. It uses conditional logit and mixed logit models to investigate the impact of age of household on primary heating adoption, and also to assess the impact of older households on the installation of discretionary micro-generation technologies (solar thermal, solar voltaic, and wind power) to supplement existing heating and lighting systems. Results indicate that primary heating choice is not affected but that older person households are less inclined to adopt micro-generation technologies. - Highlights: → Heterogeneity exists in decisions on micro-generation technology installation. → Older person households are less inclined to adopt micro-generation technologies. → Micro-generation technologies fail a social cost-benefit analysis test.
