[en] In 1987 the Regional Autonomous Corporation of Risaralda, CARDER and the Risaralda Government, they signed a cooperation agreement, in order to endowing from sanitary landfill to the municipalities of the department. In the mark of this agreement it was carried out the design of Santa Rosa's sanitary landfill, that with near 50.000 inhabitants it is constituted in the third city of the department. This city generates some 25 tons/day of garbage that at the present time are heady directly to the waters of San Eugenio River. [en] The limitless world production of residuals generates constant concerns with relationship to its administration. The classic elimination methods as the drains controlled in front of the controversial incineration plants and gasification as well as the expectations created around the recycle practices, are reason of intense debates among city councils, specialist, environmentalist technicians and the public in general. The certain thing is that the residuals in the last 30 years have been valued economically. Today in day the residuals are appreciated by certain sectors that begin to monopolize the line of the recycle because they come them an excellent business. All the methods of elimination of residuals produce in turn others. Those of solid nature in general go to the drain, the semi-liquids becomes dehydrated for the same end. Presently work, without seeking to say that the employment of the drains is the best option, thinks about how it has more than enough they are possible to optimize its use. Showing beside their eminently sanitary vocation an energy alternative that allows the use of the combustible gas that is generated in them. An added value that is interesting if this it becomes source of well-being for social excluded nuclei and economically like it happens for example in the peripheries of the drains of the big Latin American cities. [en] A moral obligation exists on the part of the human societies of having designed to remove the contamination the environment that has been commended to manage and that it represents the inheritance that guarantees the survival of the species in the earth planet. It exists a growing recognition of this imperious necessity at the present time on the part of all the societies in the world that immediately opens the roads for the political exploitation of so praiseworthy feelings. Paradoxically, the environmentalist feelings don't always redound in a better protection for the nature and the environment, natural or urban. The reparation plan to continue for the Decontamination of the Bogot River; hired by the concession system the first stage of the same one, it is summarized in making three plants of treatment of located residual waters, each one of them in the outlets on the Bogota river of the main basins of drainage of the sanitary sewer system of the city. The treatment plants are of a conventional technology, mud activated that basically are designed to remove 90% of the contamination for organic matter that takes the sanitary sewer system of the respective basin. [en] This report is the result of a collaboration agreement between CIEMAT and ENRESA. The goal of the report is to analyze the existing legislation on solid conventional waste, according to the European Community, the Spanish State and its Autonomous Communities, focusing on the latest regulation applicable to the final management in controlled landfills. In addition, information about the legal frame, production, composition and characteristics of conventional waste (i.e. urban, inert, dangerous industrial and non dangerous industrial) is given. Also, the final management that is carried out nowadays in Spain for each of the waste is analyzed and evaluated. Finally, the fulfilment of the in force regulation by the different types of Spanish controlled landfills is evaluated. (Author) 52 refs.
[en] This paper presents a mathematical model developed with the purpose of predicting the concentration of pollutants in the leached produced by the biological degradation of the solid wastes disposed in sanitary landfills. The model consists in a kinetic equation of first level, able to describe the degradation of the organic matter being the solid residuals. This model was calibrated using the results obtained from six laboratory scale lysimeters operated under different conditions. [en] The management and disposal of domestic solid waste are critical issues in urban areas of Latin America. In Colombia, in general, the final destination of this waste is its deposition in landfills. This review aims to provide basic information on general conditions of these sites in major cities of the country. Although existing landfills have diversity of operational problems, those most frequently include an inadequate treatment of the leachates, the emission of unpleasant odors and poor management of solid waste coverage. Although it is necessary to improve the operation and maintenance of landfills, it is also urgent to increase the commitment of Health and Environmental Agencies on programs that reduce waste production and promote the sustainable use of those wastes with economic value.
