[en] Article XIV of the CTBT deals with the treaty's entry into force. The article foresees a mechanism of regular conferences to promote the treaty's entry into force, if this has not taken place three years after its opening for signature. The first such Conference took place in Vienna in 1999. Subsequent Conferences were held in new y ork in 2001 and in 2005, and in Vienna in 2003 and in 2007. The Secretary-general of the United nations convenes the conference at the request of States that have ratified the treaty. Representatives of ratifying States are invited to participate in the deliberations. Signatory States, non-signatory States, international organizations and non-governmental organizations are invited to attend as observers.
[en] The International Conference on Nuclear Security: Enhancing Global Efforts was organized by the IAEA and held in Vienna on 1-5 July 2013. The conference was organized in cooperation with the following organizations and initiatives: the European Union; the Global Initiative to Combat Nuclear Terrorism (GICNT); the International Criminal Police Organization (INTERPOL); the Institute of Nuclear Materials Management (INMM); the Nuclear Threat Initiative (NTI); the Organization for Security and Co-operation in Europe (OSCE); the Partnership for Global Security; the Police Community of the Americas (AMERIPOL); the United Nations Interregional Crime and Justice Research Institute (UNICRI); the United Nations Office on Drugs and Crime (UNODC); the World Institute for Nuclear Security (WINS); the World Nuclear Association (WNA); and the World Nuclear Transport Institute (WNTI). A total of 34 ministers participated in the ministerial session of the conference. Altogether, the conference attracted more than 1300 registered participants from 125 IAEA Member States and 21 organizations. The aim of the conference was to review the international community's experience and achievements to date in strengthening nuclear security, to enhance the understanding of current approaches to nuclear security worldwide and identify trends, and to provide a global forum for ministers, policymakers and senior officials to formulate views on future directions and priorities for nuclear security. This book contains the President's Summary of the conference and a summary of the ministerial session, the full text of the ministerial declaration adopted by the conference and summaries of the main conference sessions. [en] The need to halt a wider spread of nuclear weapons grew out of the realization that the increase in the number of countries possessing such weapons would increase the threat to world security. As the Treaty on the Non-Proliferation of Nuclear Weapons clearly states in its preamble, the proliferation of nuclear weapons would seriously enhance the danger of nuclear war. The Treaty - also known as the non-proliferation Treaty - was concluded in 1968, at a time when there were already five nuclear-weapon Powers: the United States, the Soviet Union, the United Kingdom, France and China. [en] Slow progress in disarmament led many of the United Nations Member States, particularly the non-aligned countries, to request the convening of a Special Session of the General Assembly Devoted to Disarmament. The idea of such a special session had evolved over the past few years as an alternative to a World Disarmament Conference and in contrast to the limited possibilities for discussion provided by a regular session of the General Assembly. A special session was perceived as offering the appropriate opportunity to discuss comprehensive disarmament in a practically universal forum The decision to hold the special session was taken by the General Assembly on 21 December 1976 by resolution 31/189 B, which also established a Preparatory Committee to examine all questions relevant to the special session. Fifty-four countries were appointed members of the Preparatory Committee, which met in five sessions. The United Nations Special Session on Disarmament (SSOD) was held in New York from May 23 to June 30, 1978. One hundred and forty-five nations attended and this was the first time since the Disarmament Conference of 1932 that virtually all countries of the world met to discuss all aspects of disarmament. The agenda for the SSOD included inter alia: a review and appraisal of the present international situation, the adoption of a Declaration on Disarmament, the adoption of a Programme of Action on Disarmament, a review of the role of the UN in disarmament and of the international machinery for negotiations on disarmament, including, in particular, the question of convening a world disarmament conference. The various proposals made at the sessions of the Preparatory Committee and at the SSOD itself were consolidated into one document. Consensus on this Final Document was reached on June 30, the concluding day of the session.
