[en] The Argentine Nuclear Regulatory Authority (ARN) like essential part of their strategic institutional plan and in the mark of the modernization of the National Public Administration (NPA), identify the necessity to modify their functional organization, introducing the administration for processes and defining more flexible and better guided structures to the work in team. Starting from the definition of a new institutional flowchart it decided to proceed to a general reorganization of the human resources and on January, 2005 it was prepared the creation of a process whose serious objective to sit down the bases for the development of the professional career of the ARN. To such an end, it was thought about a work outline by stages, the first one of which had as final objective the elaboration of the Labor Profiles of the Institution. The work group for this first stage was integrated by a group of professionals of long trajectory in the institution and not belonging to the sector of Human Resources (RRHH). By this way it was organized as an independent group that it worked in narrow collaboration with the specific sector and informed directly to the maximum institutional direction. For the construction of the profiles a 'mixed' model was chosen that included the requirements of each position (that to make) and the competitions to complete them (how to make it), since a focus purely of competitions has not been seen as the more appropriate for the public administration and in particular for the ARN. In this work it is given to know a part of the results obtained during six months of effective work of the PerLa Group (denominated as well as an acronym of the expression Labor Profiles) putting emphasis in the defined profiles for the inspectors of those different regulatory branches that constitute the environment of competition of the RNA, this is Radiological Protection, Nuclear Safety, Safeguards and Physical Protection. The idea that underlies to the presentation of this work is the possibility to discuss in a kindred environment, an extremely interesting experience of a group of professionals that, when not belonging to the specialty (RRHH), they could give to the task a different technical focus arriving to a perfectible product but of more specificity as for the execution of the institutional mission. AbstractAbstract
[en] One of the objectives of the reorganization process of Argentina's public sector was to transfer to the private sector some of the Nation's productive activities, including those concerning the nuclear field. As a consequence, by Decree No. 1540 of August 30, 1994, (B.O. 2-Dec-94), CNEA's functions were partially reorganized. According to Decree No. 1540, the National Atomic Energy Commission (CNEA) maintained the missions and functions established by Decree-Law No. 22.498/56, with the exception of the regulation and surveillance of nuclear activities and the nuclear power generation activities. For the fulfillment of these activities, both the National Board of Nuclear Regulation (Ente Nacional Regulador Nuclear - ENREN) and Nucleoelectrica Argentina S.A. (NASA), were created. The National Board of Nuclear Regulation (ENREN), as an autarchical entity reporting to the Presidency of the Nation, shall be administered by a Board of Directors and shall be responsible for surveying and controlling all nuclear activities, shall suggest regulations and standards to ensure radiological and nuclear safety, personal protection, a controlled use of nuclear materials, licensing and surveillance of nuclear installations, and compliance with international safeguards. Nucleoelectrica Argentina S.A. (NASA) shall be organised as a corporation, reporting to the Ministry of Economy and Public Works and Services (Ministerio de Economia y Obras y Servicios Publicos) who will approve its statures. NASA shall take care of nuclear power generation at the Atucha I and Embalse nuclear power plants, as well as the construction, start-up and operation of the Atucha II nuclear power plant. As far as royalties are concerned, the Decree obliges Nucleoelectrica Argentina S.A. to pay CNEA for the performance of research and development activities, and to the ENREN an yearly regulatory tax per megawatt of installed nuclear power generation capacity. El proceso de reestructuracion del Sector Publico de la Republica Argentina, tuvo como uno de sus objetivos el traspaso al sector privado de algunas de las actividades productivas del Estado y entre ellas las del area nuclear. Como consecuencia de ello, por Decreto No. 1540 del 30 agosto de 1994 (B.O. 2-sep-94), se reorganizaron parcialmente las funciones de CNEA, quien conservara la mision y funciones atribuidas por Decreto ley 22.498/56 con excepcion de la fiscalizacion y control de la actividad nuclear y la generacion nucleoelectrica. Para el cumplimiento de las actividades mencionadas se crearon el Ente Nacional Regulador Nuclear (ENREN), organismo autarquico dependiente de la Presidencia de la Nacion y Nucleoelectrica S.A. (NASA). El citado Ente sera administrado por un Directorio y cumplira con las funciones de fiscalizacion y regulacion de las actividades nucleares, a traves del dictado de normas en lo referente a seguridad radiologica y nuclear, proteccion fisica, fiscalizacion de materiales nucleares e instalaciones nucleares, licenciamiento y salvaguardias internacionales. Nucleoelectrica Argentina se constituira como una sociedad anonima, sujeta a privatizacion subordinada al Ministerio de Economia y Obras y Servicios Publicos, cuyos estatutos seran aprobados por el mismo. Desarrollara las actividades de generacion nucleoelectrica vinculadas a la central nuclear Atucha I y Embalse respectivamente, y la construccion, puesta en marcha y operacion de la central nuclear Atucha II. [en] Organization of the National Atomic Energy Commission of the Argentine Republic. Organic law through which this institution shall function as an autonomous entity, empowered to act publicly and privately in scientific, technical, industrial, commercial, administrative and financial matters. Its purposes will be the scientific and industrial promotion, execution, research and application of nuclear transmutations. Also to control the applications of nuclear energy for reasons of public usefulness in order to prevent the damages they could cause. It establishes that the CNEA will be administered by a Board of Directors composed by a Chairman and five members, who will have attributions and duties such as advise the Executive Power of the Argentine Republic in matters related to the atomic energy and their applications and the necessary precautions for the protection against atomic dangers. This Board of Directors will need the authorization of the Executive Power to undertake some activities such as the exportation of nuclear materials or enter into contracts and agreements with societies with the Argentine provinces for the exploitation of nuclear deposits and mines

[en] “La mirada vigente” is a homenage to Dan Beninson, who was one of the creators of radiation protection worldwide. He taught several generations of nuclear scientists in our country and abroad, playing a key role in the scientific-technological development of Argentina. He was also one of the key figures in the nuclear activity of our country; the creator of the institution that ensures its safety. Likewise, this book, is a testament about what this man meant for many people in Argentina (his country) and in the world (his yard); and simultaneously, a testament of the key moments in the history of a scientific discipline and the activity to which he dedicated his entire life. “La mirada vigente” is also a testimony of other individuals’ point of view. The eyes of others over the features of his person, and career, and his achievements. But above all, it provides a personal and almost intimate perspective, about specific episodes that describe his interesting life. “La mirada vigente” is the exploration of his versatile life, rich as only a few. And the reflection of a work legacy that still remain alive.

La mirada Vigente es un homenaje a un hombre. Dan Beninson fue uno de los creadores de la Protección Radiológica a nivel mundial, fue maestro de varias generaciones de científicos nucleares en su país y en el exterior, fue actor fundamental del desarrollo científico-tecnológico de la Argentina, fue una de las figuras clave de la actividad nuclear del país, fue el creador de la institución que vela por la seguridad de la misma. La mirada Vigente es un testimonio sobre lo que significo ese hombre para muchas personas, en la Argentina (su país) y en el mundo (su patio). Y a la vez, un testimonio de momentos claves en la historia de una disciplina científica y de una actividad a las que dedicó su vida entera. La mirada vigente es también el registro de otra mirada. La mirada de los otros a los rasgos de su persona, a su trayectoria, a sus logros. Pero sobre todo brinda una ventana personal, casi intima, a los episodios concretos que en definitiva conforman una vida, incluyendo lo anecdótico (¡tan revelador, tantas veces!). La mirada vigente es la exploración de una vida multifacética, rica como pocas. Pero es también la reflexión sobre una obra y sobre un legado que permanecen, que siguen vivos. [en] This paper is a continuation of precedents annual works presented in AATN Meetings, informing about activities of Institutional Affairs Sector of Central Region delegation of National Atomic Energy Commission (CNEA-RC). Regular activities in Cordoba city, have been carried out during half a century in urban zone of Cordoba City. Activities show a long misunderstanding and confrontations with the provincial and municipal authorities, and with the neighbors and environmentalist antinuclear organizations. The experience indicates that the people demands for the protection of health or environment, and sometimes the claiming for closing some facilities, have been directly related with what people really know about the activities in the site. The common denominator that one observes in the conflicts of the past, is the high degree of ignorance on the part of the citizenship on the activities that are carried out in the place. This is valid for the neighbors, the competent authorities and even for Cordoba's university, scientific and technical qualified community. Starting from the recognition of the responsibility that has the institution of informing the population appropriately on what is carried out in their facilities, the CNEA-RC had developed an institutional process of Professional Practices of university students which is described in this paper. The experience of two years, has shown that results are positive because the university community (teachers, students and researchers) knows now the real status of national nuclear activities. Este trabajo pretende dar continuidad a la informacion que anualmente, a traves de las reuniones de la AATN, se brinda desde la Subgerencia de Asuntos Institucionales de la CNEA, sobre los resultados obtenidos en las actividades que se realizan en Cordoba. Como se ha informado antes, debido al emplazamiento urbano de la Regional Centro de CNEA (CNEA-RC) en un predio compartido con la empresa Dioxitek S.A. que tiene a cargo la produccion del Oxido de Uranio para el combustible de las centrales nucleares en Atucha 1 y Embalse; las cuestiones relacionadas con la opinion publica han sido una constante preocupacion para la institucion. Por tal motivo, a partir de junio de 2003 se comenzo a desarrollar un Programa de Apertura Institucional (PAI), con la intencion de poner al alcance de la sociedad cordobesa un conocimiento mas profundo sobre las actividades que se desarrollan en el lugar. Entre las multiples acciones implementadas se encuentra el desarrollo de relaciones institucionales con las universidades locales, con el objeto de permitir a alumnos, docentes e investigadores, segun los intereses de cada uno, un acercamiento a la realidad del sector nuclear nacional. A partir de entonces la CNEA ha comenzado a participar activamente de las actividades de la comunidad universitaria local, tanto como miembro permanente en comisiones evaluadoras para el otorgamiento de becas y subsidios del sistema cientifico local, como en consejos asesores del gobierno provincial y otras instancias similares. De las actividades desarrolladas, la que ha mostrado ser muy efectiva para los objetivos propuestos y que motiva estas lineas, ha sido la realizacion de Practicas Profesionales de alumnos del ultimo anio de distintas carreras universitarias en instalaciones de la institucion. [en] In 2006, the Argentine Nuclear Regulatory Authority has initiated a regulatory knowledge management process to face the loss of knowledge resulting from retiring experts, the generation gap, and the existing need to train new human resources. A number of projects have been started together with the technical assistance of the National Public Administration Institute to preserve knowledge and render it explicit for the coming generations. These projects include 'The History of the Expert's Learning Process' in which the majority of the most critical experts have been interviewed so far. The results of this project help envision a training structure and prospective projects. An Internet Site has also been created on the Intranet in order to render knowledge explicit and facilitate the tools for knowledge management initiatives. Furthermore, ARN's knowledge map project has also been started. (author)

La Autoridad Regulatoria Nuclear (ARN), es un Organismo Autarquico de la Administración Publica Nacional de la Republica Argentina. La puesta en marcha de la gestion del conocimiento en este Organismo responde a la necesidad de no perder los conocimientos de la institucion en el marco del problema del retiro de un numero importante de expertos y de la falta de transmision de sus conocimientos a la nueva generacion. Esta actividad se pone en marcha a traves de programas especificos como entrevistas a expertos retirados y en actividad, la confeccion de un mapa del conocimiento, la identificacion de los conocimientos tacitos y explicitos para su transmision intergeneracional, entre otros, e implica supeditar la estructura tradicional y los procedimientos ya establecidos a los resultados de la misma para cumplir con la mision y visión institucional. Se presentan los objetivos y las caracteristicas del Plan Estrategico de la Institucion, los resultados hasta ahora alcanzados y los desafios a afrontar. (autor)Original Title

[en] The paper investigates the origins of the Center and of the Institute of Physics 'Jose Antonio Balseiro' from the reconstruction of the experimental research programs that were developed between the years 1955 and 1962 in those organizations of the Argentine Atomic Energy Commission (CNEA). Within that intention the paper analyzes the scientific policy of the Institute of Physics and its relations with the CNEA as well as the strategy of resolution of the economic and institutional crisis that affected them between 1958 and 1959. Its incidence in the consolidation of the research programs is also examined
