[en] The Landau-Migdal theory of finite Fermi systems is briefly reviewed with special emphasis on the following: (a) the determination, from an eigenvalue problem, of the energies and particle-hole amplitudes of the excited states of an even-even nucleus with a filled shell for protons and neutrons; (b) the determination of the electromagnetic transition amplitudes of this nucleus and its neighbouring nuclei. The eigenvalue problem is identical to the random phase approximation (RPA) eigenvalue problem with angular momentum coupling, which is derived in detail from the angular momentum uncoupled RPA equations. A calculational formalism has been developed for limited applications of the RPA model and the Landau-Migdal theory of finite Fermi systems. Test calculations were performed for 208Pb and its neighbouring nuclei. The RPA interaction matrix was calculated from the Woods-Saxon single particle wave functions and the Migdal delta-force, which acts as the effective residual nucleon-nucleon interaction
