[en] In developing its career planning and continuity system, Rosatom set two goals: 1. To increase employees’ involvement in choosing a career path 2. To decrease personnel risks by preparing high-potential employees to assume key leadership positions This system involves developing a range of career paths, so that each employee could choose the next career step and match competencies with the next position’s requirements. For convenience and ease of use, this process was automated. Over a few years, we managed to increase employees’ career opportunity engagement factor from 29 to 61 points. To provide opportunities for high-potential employees to move up, and prevent their superiors from hiding them away, we have opened up access to their profiles to all industry leaders. In doing so, we needed to develop clear rules of the game to avoid conflict. Teaching everyone to share human resources was a major challenge. After opening up opportunities for employees and giving them a choice, we faced a problem of people being overly selective about career opportunities and some vacancies remain open for a long time. In our presentation, we will explain how we approach continuity to ensure that there is trained personnel for managerial positions and to minimize personnel risks. (author)

[en] As the Russian State regulatory agency responsible for oversight of nuclear material control and accounting (MC and A), Gosatomnadzor of Russia (GAN) determines the status of the MC and A programs at Russian facilities. Last year, GAN developed and implemented their Nuclear Material Measurement Program Plan which documents current non-destructive assay (NDA) measurement capability in all regions of GAN; provides justification for upgrades to equipment, procedures and training; and defines the inspector-facility operator interface as it relates to NDA measurement equipment use. This Program Plan has helped to give the GAN inspection measurements more legal and official status as an oversight tool, and has also helped to improve other GAN MC and A oversight activities. These improvements include developing a tamper-indicating device program, conducting NDA workshops at specific Russian nuclear facilities to better train MC and A inspectors, and developing training evaluation programs. The Program is an important tool to address the GAN role in oversight of the Russian Federal Information System nuclear material database. This paper describes the feedback received from the GAN regional offices on the implementation of the Program Plan during its first year in operation and how the Program Plan has affected other GAN inspection activities to improve MC and A oversight.

[en] The paper presents Rosatom Central Institute for Continuing Education and Training (CICET) (hereinafter “CICET”) current activity in areas of nuclear facilities personnel training and relevant research. CICET has a strategic goal to get the “Safety Culture” competence centre for ROSATOM organizations. Safety culture ensures for nuclear organization to achieve both the business goals and high safety level. Safety is a state of ergatic [sic] system when influence of internal and external factors impact does not lead to its operation deterioration or stoppage. Dramatic history of world nuclear energetics shows that HOF the main assembly of factors influencing on safety. Individual work performance and organizational processes are visible, “artefact” part of the organization culture. Approaches and tools to enhance human and organization behavior are under CICET activity focus.
[en] The present paper describes the experience of teaching «Nuclear Knowledge Management» course at National Research Nuclear University MEPhI (NRNU MEPhI). Currently, the course is implemented both in engineer’s and master’s of science degree programmes and is attended by over 50 students. Goal, objectives and syllabus of the course are discussed in detail. A special attention is paid to practical exercises and final examination options in the case of small and large student groups. The course is supported by the Cyber Learning Platform for Nuclear Education and Training (CLP4NET), developed by the IAEA. The experience of NRNU MEPhI lecturers assisting in conducting the International School of Nuclear Knowledge Management, held annually in Trieste (Italy), is described with a special attention to the fact, that the course has passed the certification process at Academical Council of NRNU MEPhI. In 2014 and 2015 the course has been recognized as one of the best ones in NRNU MEPhI. Finally, perspectives of «Nuclear Knowledge Management» course are considered. They include increase of the course duration, introduction of the course into the learning process of other departments and institutions of the university, and transferring the course to other members of the Association «Consortium of ROSATOM supporting universities».
