AbstractAbstract
[en] Expansion of the use of passive safety functions is proposed. Two notions are presented. One is that, in the design of passive safety nuclear reactors where aversion of active components is stressed, some active components are purposely introduced, by which a system is built in such a way that it behaves in an apparently passive manner. The second notion is that, instead of using a passive safety function alone, a passive safety function is combined with some active components, relating the passivity in the safety function with enhanced controllability in normal operation. The nondormant system which the authors propose is one example of the first notion. This is a system in which a standby safety system is a portion of the normal operation system. An interpretation of the nondormant system via synergetics is made. As an example of the second notion, a PIUS density lock aided with active components is proposed and is discussed

[en] Contrived in Europe to tackle the environment protection policies and management of natural resources, the principle of caution has seen since 1990 its interest developed towards the fields of food safety and public health. The importance and the relevance of questions have lead the national institute of research and safety to constitute a working group to explore the problems and the potentialities that could be linked to the explicit introduction of this principle and this in the field of the prevention of professional risks. AbstractAbstract
[en] This paper offers comments and observations on international implementation of the International Basic Safety Standards (BSS) and is based on experience and dialogue with professional colleagues. Fifty-one of the 135 IAEA Member States participate in the IAEA Model Project for Upgrading Radiation Protection Infrastructures, including the establishment of occupational exposure control. While this should ensure a high standard of worker protection in all IAEA Member States in due course, it would be desirable for some investigation to be conducted into worker protection conditions in those countries that are not Member States of the IAEA. While the BSS and related guidance documents go a long way towards providing international norms, there are still some areas where a consensus on specific matters is difficult to achieve. One such important issue concerns the scope of application of regulations for occupational radiation protection from natural sources and another concerns the question of what constitutes 'occupational exposure'. Other implementation issues are: the treatment of pregnant women, uncertainties in dose assessment, the integration with other occupational health and safety measures, and a dose passport for workers. It is also clear that quality management strategies must be consistently applied to systems for occupational radiation protection. Consideration should be given to reviewing and updating, as necessary, the International Labour Organization's Convention 115 to include reference to the occupational radiation protection requirements of the BSS and to promote regular review and reporting of occupational radiation protection performance by signatory countries.
