AbstractAbstract
[en] The Poetic Edda and The King's Mirror are well preserved Norse documents from the period between 700 and 1300 A.D. The latter states that the aurora was known to people living in Greenland but probably not observed in Norway at about 1200 A.D. The Poetic Edda does not include any decisive evidence for the aurora being known to the Norse scalds in the Viking era. This is a rather surprising fact as the scalds were much inspired by natural phenomena, and in particular occupied by celestial gestalts. In a search for an explanation of this lack of inspiration from the northern lights among the Norse scalds it is maintained that the position and shape of the auroral oval was different in the Viking era from the present day auroral oval. [en] A brief review is given of the changes that took place in 1972-1973 in public opinion and political views in Sweden, leading to new attitudes and increasing interest in matters of energy policy. Although nuclear power was from the beginning the main issue, it became more and more widely recognized that a number of complex and technically difficult problems were involved. In late 1973, the Government decided to prepare a comprehensive energy policy programmme for the period 1975-1985 and to put this programme before Parliament in the spring of 1975. In order to involve the public in the decision-making process, a public education programme was introduced in January 1974. The essentials of this programme are described. The main effort was provided by the adult education associations, which were given financial incentives to start energy study circles and prepared their own study material. Journalist seminars were also arranged. The paper outlines the links between the educational efforts, the discussions in the study circles, and the standpoints ultimately taken by the different political parties on the energy issues. Licences for such transport must be obtained from the National Health Service, in practice the Institute, which is the competent authority for matters involving radioactive materials. (NEA)

[en] For Belgium and Luxembourg, the authorization procedure varies according to the Class in which the installation concerned falls (assigned according to the degree of hazard involved: Classes I, II or III). Moreover, separate authorizations are needed, one for construction and another for operation of Class I and II installations. With respect to Germany also, two such separate authorization are needed, but there is no specific procedure relating to the potential extent of hazard involved in the installation concerned. In France, the 'basic' nuclear installations are subject to a special procedure. Furthermore, the construction and operation of these installations are also subject to two separate authorizations. While the latter two authorizations are required in Italy for the main nuclear installations, no system of 'classified' installations exists according to extent of hazard involved. Similar legislation is applicable in the Netherlands. Neither does such a system of 'classified' installations exist in the United Kingdom. Moreover, there is only one single authorization (the 'site licence'), which is succesively adapted during construction. On the other hand, in Denmark and Ireland, no detailed legislation has been developed on the subject
