[en] In this paper the author presents some of his thoughts on the relationship between transportation and how Chicago used its land. He has chosen to do this by looking at the question from a historical perspective. He attempts to do this by tracking the link between transportation and the use of land. This linkage actually involves only a few simple human factors such as a desire to pay the least amount for land, getting from place to place as swiftly as possible, being paid the most for work done and living in a country-like setting with all of the serenity that image conjures. The author argues these factors are what brought Chicago to where it is, and makes no attempt to judge this as good or bad. The author argues that energy consumption or scarcity, like railroad or transit strikes, have had little long-term effect on how people travel and therefore how they use land. The notion that resources were inexhaustible permeated Chicago's early history. Human factors appear to the author to have had and probably will continue to have a more profound effect on transportation than anything else. He does not believe society knows what individuals will pay in energy costs to maintain their real or perceived mobility. The real cost of fuel and vehicles is much higher (and so is transit usage) in Europe, but VMT and vehicle ownership still are growing at an astounding rate. Mobility is perceived as good, not bad. How does one convince people to limit their mobility when it is good?
[en] This implementation plan (IP) complies with the requirements of US. Department of Energy (DOE) Order 425.1B, Startup and Restart of Nuclear Facilities and DOE-STD-3006-00, Planning and Conduct of Operational Readiness Reviews (ORR) (DOE 2000), with the exception of core requirements. The DOE, Richland Operations Office (RL) Plan of Action (POA) (Klein 2002a) followed the contractor POA (FH 2002a) and used the core requirements of DOE Order 425.1A (applicable to the contractor at the writing of their original POA and maintained in their latest POA). To maintain continuity between the reviews, this IP uses the same core requirements. Appendix A provides a crosswalk of core requirements from DOE Order 425.1A to DOE Order 425.1B to show that all core requirements of 425.1B are being met. The scope of the ORR is described in the Implementation of an Increased Facility Radioactive Source Inventory Limit and Shippingport Fuel Removal at T Plant DOE Operational Readiness Review Plan of Action, which was prepared by DOE project line management and approved by the Richland Operations Office Manager, the designated approval authority, on June 5, 2002 (Klein 2002a). This IP provides the overall approach and guidelines for performance of the DOE ORR. Appendix B contains the Criteria and Review Approach Documents (CRAD), which define the review objectives and criteria as well as the approach for assessing each objective. ORR results will be published in a final report (discussed in Section 9.4)
[en] Public transportation systems are often part of strategies to reduce urban environmental impacts from passenger transportation, yet comprehensive energy and environmental life-cycle measures, including upfront infrastructure effects and indirect and supply chain processes, are rarely considered. Using the new bus rapid transit and light rail lines in Los Angeles, near-term and long-term life-cycle impact assessments are developed, including consideration of reduced automobile travel. Energy consumption and emissions of greenhouse gases and criteria pollutants are assessed, as well the potential for smog and respiratory impacts. Results show that life-cycle infrastructure, vehicle, and energy production components significantly increase the footprint of each mode (by 48–100% for energy and greenhouse gases, and up to 6200% for environmental impacts), and emerging technologies and renewable electricity standards will significantly reduce impacts. Life-cycle results are identified as either local (in Los Angeles) or remote, and show how the decision to build and operate a transit system in a city produces environmental impacts far outside of geopolitical boundaries. Ensuring shifts of between 20–30% of transit riders from automobiles will result in passenger transportation greenhouse gas reductions for the city, and the larger the shift, the quicker the payback, which should be considered for time-specific environmental goals. [en] Critics have speculated that the limited success of energy conservation programs among low-income consumers may partly be due to recipients having insufficient literacy to understand the outreach materials. Indeed, we found outreach materials for low-income consumers to require relatively high levels of reading comprehension. We therefore improved the Flesch–Kincaid readability statistics for two outreach brochures, by using shorter words and shorter sentences to describe their content. We examined the effect of that simplification on low-income consumers′ responses. Participants from low-income communities in the greater Pittsburgh area, who varied in literacy, were randomly assigned to either original communications about energy conservation programs or our simplified versions. Our findings suggest that lowering readability statistics successfully simplified only the more straightforward brochure in our set of two, likely because its content lent itself better to simplification. Findings for this brochure showed that simplification improved understanding of its content among both low-literacy and high-literacy recipients, without adversely affecting their evaluation of the materials, or their intention to enroll in the advertised programs. We discuss strategies for improving communication materials that aim to reach out to low-income populations. - Highlights: • Brochures about energy programs for low-income consumers can be too hard to read. • We made brochures easier to read by using shorter words and shorter sentences. • Simplifying a straightforward brochure improved the understanding of all recipients. • However, simplifying a complex brochure had no effect on understanding. • We suggest strategies for improving outreach to low-income consumers
[en] Results of the 3-year Chicago Urban Forest Climate Project indicate that there are an estimated 50.8 million trees in the Chicago area of Cook and DuPage Counties; 66 percent of these trees rated in good or excellent condition. During 1991, trees in the Chicago area removed an estimated 6,145 tons of air pollutants, providing air cleansing valued at $9.2 million dollars. These trees also sequester approximately 155,000 tons of carbon per year, and provide residential heating and cooling energy savings that, in turn, reduce carbon emissions from power plants by about 12,600 tons annually. Shade, lower summer air temperatures, and a reduction in windspeed associated with increasing tree cover by 10 percent can lower total heating and cooling energy use by 5 to 10 percent annually ($50 to $90 per dwelling unit). The projected net present value of investment in planting and care of 95,000 trees in Chicago is $38 million ($402 per planted tree), indicating that the long-term benefits of trees are more than twice their costs
[en] During the past several years, the Training and Management Systems Division (TMSD) staff of Oak Ridge Institute for Science and Education (ORISE) has designed and developed nuclear criticality safety (NCS) training programs that focus on high trainee involvement through the use of instructional games and activities. This paper discusses the instructional game, initial considerations for developing games, advantages and limitations of games, and how games may be used in developing and implementing NCS training. It also provides examples of the various instructional games and activities used in separate courses designed for Martin Marietta Energy Systems (MMES's) supervisors and U.S. Nuclear Regulatory Commission (NRC) fuel facility inspectors
[en] We present in this Special Issue of Physics of Plasmas the review, tutorial, and invited papers of the 2010 Annual Meeting of the American Physical Society's (APS) Division of Plasma Physics. This was the 52nd year of this meeting, and it was held in Chicago, Illinois on 8-12 November 2010. The meeting program was made up of over 100 review, tutorial, and invited oral presentations, and a significant fraction of these speakers prepared manuscripts which were peer-reviewed and are contained in this Special Issue.
[en] The role of occupation in the etiology of renal cell carcinoma (RCC) is unclear. Here, we investigated associations between employment in specific occupations and industries and RCC, and its most common histologic subtype, clear cell RCC (ccRCC). Between 2002 and 2007, a population-based case–control study of Caucasians and African Americans (1,217 cases; 1,235 controls) was conducted within the Detroit and Chicago metropolitan areas to investigate risk factors for RCC. As part of this study, occupational histories were ascertained through in-person interviews. We computed odds ratios (ORs) and 95% confidence intervals (CIs) relating occupation and industry to RCC risk using adjusted unconditional logistic regression models. Employment in the agricultural crop production industry for five years or more was associated with RCC (OR = 3.3 [95% CI = 1.0-11.5]) and ccRCC in particular (OR = 6.3 [95% CI = 1.7-23.3], P for trend with duration of employment = 0.0050). Similarly, RCC risk was elevated for employment of five years or longer in non-managerial agricultural and related occupations (ORRCC = 2.1 [95% CI = 1.0-4.5]; ORccRCC = 3.1 [95% CI = 1.4-6.8]). Employment in the dry-cleaning industry was also associated with elevated risk (ORRCC = 2.0 [95% CI = 0.9-4.4], P for trend = 0.093; ORccRCC = 3.0 [95% CI = 1.2-7.4], P for trend = 0.031). Suggestive elevated associations were observed for police/public safety workers, health care workers and technicians, and employment in the electronics, auto repair, and cleaning/janitorial services industries; protective associations were suggested for many white-collar jobs including computer science and administrative occupations as well employment in the business, legislative, and education industries. Our findings provide support for an elevated risk of RCC in the agricultural and dry-cleaning industries and suggest that these associations may be stronger for the ccRCC subtype. Additional studies are needed to confirm these findings
