[en] Most current work in the field of international cooperation focuses on the resolution of the 'prisoners dilemma.' Such work begins by assuming that the issues under consideration are defined by absolute gains, where both sides can gain simultaneously. But the realist strand of international relations literature holds that this assumption is suspect - that international relations are usually characterized by relative gains, where gain for one side comes only at the others expense. The model developed here uses the question of absolute versus relative gains not as a theoretical assumption, but as a variable to be measured empirically. The hypothesis is that whether or not the US and the Soviet Union cooperate to limit arms competition is largely determined by whether the two sides define the issue in question as one of absolute or relative gains. The 'perception of gain' hypothesis is compared to explanations at the levels of the international system (rational choice), domestic politics, and individual belief systems. Three case studies are used to compare the strengths and weaknesses of each hypothesis. The findings confirmed that perception of gain is an important independent variable affecting arms control outcomes, but none of the theories were completely supported or rejected

[en] The U.S.-Euratom Cooperation Agreement concluded in 1958 about the peaceful uses of nuclear energy constitutes the basis of scientific, industrial and commerical relations in the nuclear field between the industries and institutions of the European Atomic Energy Community (Euratom) and the United States. The Agreement expires on December 31, 1995. In the absence of a follow-on agreement, deliveries of nuclear goods from the United States and from sources under U.S. control into Euratom countries will be terminated abruptly. Since January 1992, representatives of U.S. Government agencies and of the EU Commission have been negotiating a new agreement. These negotiations have now reached a dead end. The tentative outline of a solution should have become apparent by early January 1995 at the latest, if the agreement was to have been concluded in time. (orig.)

Das US-Euratom-Kooperationsabkommen aus dem Jahre 1958 auf dem Gebiet der friedlichen Nutzung der Kernenergie ist die Grundlage fuer wissenschaftliche, industrielle und kommerzielle Beziehungen im Nuklearbereich zwischen den Unternehmen und Institutionen der Europaeischen Atomgemeinschaft (Euratom) und en Vereinigten Staaten. Das Abkommen laeuft am 31.12.95 aus. Ohne ein Abschlussabkommen wird die Lieferung nuklearer Gueter aus den USA und von Seiten, die amerikanischen Kontrollrechten unterliegen, in Euratom-Staaten abrupt unterbunden werden. Seit Januar 1992 verhandeln Vertreter US-amerikanischer Regierungsstellen und der EU-Kommission ein neues Abkommen. Die Verhandlungen stecken in der Sackgasse. Eine Loesung haette in Grundzuegen spaetestens Anfang Januar 1995 erkennbar sein muessen, um den Abschluss des Abkommens rechtzeitig erreichen zu koennen. (orig.)Original Title

[en] By virtue of its statutory functions, the International Atomic Energy Agency may be the depositary and also the supplier of nuclear materials made available to it by Member States, and these may then be stored in facilities it has acquired or which it has established under its control. However, this possibility did not materialize, mainly because the supplying states -few in number- do not want an international organization to become directly involved in bilateral transactions in that field. This paper analyses in particular the provisions of supply agreements concluded with the United Kingdom, the USA and the USSR. The Annex contains a Table of Agreements on supply of nuclear fuel and equipment concluded between supplying and consumer states through the IAEA. (NEA)

Dans le cadre de ses fonctions statutaires, l'Agence internationale de l'energie atomique peut etre a la fois le depositaire et le fournisseur de matieres nucleaires mises a sa disposition par des Etats membres et qui pourraient alors etre entreposees dans des installations acquises par elle ou etablies sous son controle. Toutefois, une telle eventualite ne s'est pas realisee, principalement du fait que les pays fournisseurs -lesquels sont en nombre limite- ne sont pas desireux de voir un organisme international intervenir directement dans les transactions bilaterales dans ce domaine. La presente communication analyse en particulier les dispositions des Accords conclus en matiere d'approvisionnement avec les Etats-Unis, l'URSS et le Royaume-Uni.
