AbstractAbstract
[en] Many countries are experiencing a period in which traditional values are being questioned; plans for further technological progress are being met by a variety of demands for a closer examination of the benefits and risks of large-scale technologies. In this paper the concepts of risk assessment are introduced and a model is proposed which illustrates the importance of socio-psychological mechanisms in the societal acceptance of technological risks. The research plan of the joint IAEA/IIASA Research Project is outlined: this work is directed toward gaining an improved understanding of how societies judge the acceptability of technologies and how societal attitudes and anticipated responses may be better integrated into the decision-making process. Some preliminary results are reported

De nombreux pays traversent actuellement une epoque ou les valeurs consacrees sont remises en question; les projets de nouvelles progressions technologiques doivent confronter toute une serie d'exigences reclamant que soient examines de plus pres les avantages et les risques des applications technologiques a grande echelle. Dans cet article, on presente les concepts de definition des risques et on propose un schema qui illustre l'importance qui revient aux mecanismes socio-psychologiques dans l'acceptation par la societe des risques technologiques. [en] In April 1987, Energy, Mines and Resources Minister Marcel Masse launched a public review of Canada's energy options into the twenty-first century. He appointed a national advisory committee to preside over the process and he made clear his desire that there be full public participation. In Canada energy is everybody's business. We are rich in resources, but factors such as geography, climate, regional imbalance and provincial ownership ensure that this is among the most stressful and national issues. Energy is about Canadians, about our dealings with each other, directly and through our institutions. Our management of this issue speaks tellingly of our respect for each other's rights, as well as our willingness to coalesce for mutual support. Canada's energy policy should reflect our sense of self and our collective vision of the nation. History tells us that we strain the bonds of our federation when we fail to formulate policies that meet these standards. Perhaps we have relied too heavily on institutions, instead of on an informed and thoughtful public, to set the framework for policy making. This booklet is directed at interested Canadians who want to be involved in this process. It is not an interim report - no consensus yet exists; it is an invitation to participate and a stimulus for discussion. The Advisory Committee believes that individual contributions are essential to its deliberations. It hopes that many will take the time to submit their ideas. Perspectives offered will be gratefully received and shall be respectfully considered

AbstractAbstract
[en] The strategy towards politically and economically independent Estonia has created an urgent need to elaborate a lot of problems of tactics in the energy use as well as in the perspectives of the energy import versus export. Today Estonia produces rather a considerable amount of electricity, reaching some 1.2 thousand kWh per capita year. Nevertheless, technocratically-minded people are looking toward to introducing at least one nuclear power plant to our native area of merely 45 000 square kilometers. The Estonia n Council of Ecology is taking the opportunity of considering the alternatives to this proposal, organizing an energetics-focused ecological conference just on the 5. anniversary of the Chernobyl accident. The corresponding data show that Estonia might be able, in the coming 5 years, to rise the efficiency in the commercial energy use by 15 per cent, to reduce the amount of energy-consuming industry, mostly military, by another 15 per cent, and extend the use of wood, peat, wind, water and sunshine taken together by a third 15 per cent. All in all, it turns out that in 1995 there exists no need for energy import on the full balance level. The outlook deserves attention, indeed. (author)

[en] A withdrawal from nuclear energy is often demanded by the same parties who also demand full employment, better working conditions, higher salaries and increased social benefits. The demands are conflicting. It would be extremely risky for Switzerland to be forced into a supply bottle-neck. Economists should warn emphatically against such a development. The economy cannot retain its strength in international competition without a sufficient and reliable supply of electricity and with other energy at competitive prices. The employers demanded in their common declaration to the energy policy of September 24, 1986 that the necessary legal preconditions for a secure energy supply should be maintained

[en] The first part of this paper is a speech by the United States Ambassador, Craig Stapleton, during the symposium of the Association nationale des auditeurs jeunes (ANAJ) held at the Institute for Higher National Defence Studies in Paris (IHEDN) on 15 February 2006, entitled The French Nuclear Model, the Civil and Military Issues, at which he presented his government point of view on nuclear energy and non-proliferation. The second part deals with the energy crisis. The global energy crisis is an opportunity for nuclear power, as we can no longer contend that renewable energy is an adequate alternative. It is a real force for the European Union, seeing that nuclear energy provides nearly a third of its electricity production. Nuclear power is on the point of being further boosted throughout Europe. Areva has several solutions to offer EPR (European Pressurised Reactor) for example. (authors)

[en] The economic development of the industrial world and the population explosion in the Third World will lead to a further increase in world energy consumption. Up to the year 2020 a doubling of today's consumption must be reckoned with. Further increases may be necessary in order to raise the per capita consumption of the population in the Third World. In order to meet this increasing demand it is necessary to consider all available energy sources. The nonrenewable energy sources oil, coal, gas and uranium will have to carry a greater proportion than the current 80 %. The resources suffice for that. However many obstacles must be surmounted in order to secure an essentially increasing energy production. Shortage symptoms with oil are to be expected within a foreseeable space of time. Only coal and nuclear energy can close the gap. In order to avert adverse effects on the climate, CO2 emissions must be controlled. This can best be achieved by promoting water power, solar energy and nuclear energy as the principal sources. The postulates of the Swiss energy policy 'saving', 'substitution', 'research' and 'provision' seek to guarantee the energy supply. The promotion of hydro, solar and nuclear power must be added. The postulate of a withdrawal from nuclear energy is untenable considering its worldwide development. It would retard Switzerland in its pursuit of supply security and a better environment. 6 figs
