AbstractAbstract
[en] The recent Berlin conference on the changing atmosphere has highlighted two major problems: first, the planet's atmospheric chemistry is undergoing radical and potentially dangerous changes form the anthropomorphic emission of a variety of gases; and second, despite promises and treaty obligations a number of countries (including the United States, Australia and Canada) are hindering efforts to stabilize these emissions at 1990 levels by the year 2000. An examination of the Canadian government's own data for carbon dioxide and methane emissions from energy sources indicates why the Canadian stabilization target cannot be met: gross emissions are increasing, per capita emissions are increasing, and emissions in terms of gross domestic product are showing minimal change. AbstractAbstract
[en] Although few high-redshift QSO narrow-line absorption systems show evidence of ''mixed'' ionization, we suggest that physical conditions in the gas containing moderately and highly ionized systems are basically similar to those in the ''hot'' galactic interstellar gas. We argue that the paucity of systems with absorption due to lowly ionized species is related to the absence of a cloud phase under the physical conditions appropriate to young galaxies. we point out that Wolfe's observations showing that lowly ionized species become less prevalent at higher redshifts are not inconsistent with the view that the properties of the interstellar media in the haloes of intervening galaxies are determined by the same processes which control the properties of the halo gas in our own Galaxy

[en] This paper proposes the use of the Path Based approach as a general and flexible method to carry out exact decompositions when some additional information for intermediate periods is available. This additional information is used in a Maximum Entropy estimation procedure to arrive at parameter estimates that determine the temporal paths followed by the decomposition factors. An empirical illustration, decomposing changes in greenhouse gas emissions in the EU 15 from 1990 to 2002 by both the Path Based and Sun's periodwise method, is carried out. The outcome shows that the Path Based approach leads to more accurate results than Sun's periodwise method when both are compared with a complete time series decomposition

[en] The conditions for applying the 'best practices' are analyzed/or their collection and analysis of the information for the preparation of the GHG emission Inventory in Bulgaria. On the basis of the new methodological requirements of the Good Practice IPCC/OECD Guidance, 2000 methodological instructions for implementation of a system for collecting, processing and saving the data for the GHG Inventory have been projected and elaborated. The information for the inventories is updated and the tables for the Common Reporting Format (CRF) of UNFCCC are completed. A large-scale recalculation has been done for all of the inventories up to now. In the preparation of the annual National GHG Inventory Reports new form and structure of the reports are applied which improve the completeness and transparency of the reached results. The last result for 2003 GHG inventory are shown

AbstractAbstract
[en] The radial velocities of the ionized gas in the double system of galaxies NGC 2535-36 (Arp, 1982) have been measured with a scanning Perot-Fabry interferometer and a two-dimensional photon counting system (the CIGALE equipment). Some 3200 velocity points cover the whole galaxy and its companion with a spatial resolution of 1.5'' and a velocity accuracy better than 19 kms-1. The redshifts are found to be 4095 kms-1±10 kms-1 for NGC 2535 and 4085 kms-1±10kms-1 for NGC 2536 (heliocentric radial velocities). Assuming a distance of 41 Mpc the masses are found to be arround 3 x 1010 solar masses for the main galaxy and 2.7 x 109 solar masses for its companion. The interation is in a quite advanced state, as suggested by the perturbations seen in the velocity field of both galaxies
