AbstractAbstract
[en] During its second year of operation, the Electronuclear Energy Information Commission concentrated its efforts on current issues and the conditions and limits of information in the nuclear field. The Commission consulted official organizations (EDF, CEA, Ministry of Industry) as well as trade-union members, politicians and independent individuals of all opinions on electronuclear programs, the problem of 'cracks' discovered in some French reactors and on the public utility enquiry conducted for Plogoff. The Commission also studied the activities of the Ministry of Education in the training of young people in the type of reasoning necessary when faced with complex technical problems. The Commission emphasizes that information policies cannot be valid unless they are preceeded by, or at least accompanied by an appropriate and sufficient amount of education. The debates that took place on the various different topics arising are presented in the eleven following annexes: 1/ decree of November 10th, 1977 concerning the setting up of the Electronuclear Information Commission; 2/ composition of the Commission; 3/ the Harrisburg plant accident (United States); 4/ the 'cracks' observed in some French reactors; 5/ storage and processing of nuclear wastes; 6/ informing the population living in the vicinity of a nuclear plant; 7/ comparative electricity generation costs; 8/ hearing of syndical, political, and ecological organizations; 9/ information on nuclear energy in schools; 10/ quantitative comparisons of the pollution associated with various means; 11/ the realization of impact studies to Plogoff

Au cours de sa deuxieme annee de fonctionnement le Conseil de l'Information sur l'energie electronucleaire s'est efforce tout a la fois de suivre au plus pres l'actualite et de poursuivre une reflexion approfondie sur les conditions et les limites de l'information dans le domaine nucleaire. Il a ainsi entendu des temoignages venant des organismes officiels (EDF, CEA, ministere de l'Industrie), ainsi que des syndicalistes, des hommes politiques, des personnalites independantes et de toutes opinions vis-a-vis des programmes electronucleaires, a propos de l'incident dit des 'fissures' ou au sujet de l'enquete d'utilite publique de Plogoff. Simultanement, il s'est interesse aux efforts du ministere de l'Education en vue de la formation des jeunes aux types de raisonnement impliques par des problemes techniques complexes. Le Conseil estime, en effet, qu'aucune politique de l'information ne pourrait avoir son plein effet si elle n'etait precedee, ou, a tout le moins accompagnee, d'une education appropriee et suffisante des esprits. [en] In December 1986, partly as a response to public concerns raised by the accident at Chernobyl, the Ontario government commissioned a study of reactor safety, the Ontario Nuclear Safety Review (ONSR). The major conclusion of the ONSR report states that Ontario Hydro reactors are being operated safely, that no significant adverse impact has been detected in either the staff or the public, and the risk of serious accidents is very small. The author of this article argues that the reassuring words of this conclusion should not be taken as an adequate basis for judging that nuclear power is safe. The degree of certainty in the conclusion is not supported by the body of the report; and the type of uncertainties that arise in reactor safety cannot be adequately resolved by the technical and scientific examination considered in the ONSR. [en] In a celebrated paper ''Can one hear the shape of a drum?'' M. Kac [Am. Math. Monthly 73, 1 (1966)] asked his famous question about the existence of nonisometric billiards having the same spectrum of the Laplacian. This question was eventually answered positively in 1992 by the construction of noncongruent planar isospectral pairs. This review highlights mathematical and physical aspects of isospectrality.
