[en] Previous studies of income distribution have found evidence indicating that incomes across US regions have converged, supporting the prediction of the neoclassical growth model. A potential shortcoming in these studies is that only one measure of well-being is considered -- a measure of wealth linked to incomes or production. This paper examines whether income convergence was accompanied by air pollutant emission convergence. Results from unit root tests provide some evidence that indicators of environmental quality have converged across US regions during the 1929--1994 period
[en] Few attempts have been made to investigate quantitatively and systematically the impact of urbanization on transport energy use for countries of different stages of economic development. This paper examines the influence of urbanization on national transport and road energy use for low, middle and high income countries during 1975–2005, using the Stochastic Impacts by Regression on Population, Affluence and Technology (STIRPAT) model. After controlling for population size, income per capita and the share of services in the economy, the main results suggest that urbanization influences national transport and road energy use positively. However, the magnitude of its influence varies among the three income groups. Changes in urbanization appear to have a greater impact on transport and road energy use in the high income group than in the other groups. Surprisingly, the urbanization elasticities of transport and road energy use in the middle income group are smaller than those of the low income group. This study not only sheds further light on the existing literature, but also provides policy makers with insightful information on the link between urbanization and transport energy use at the three different stages of development. - Highlights: ► Overall, urbanization increases national transport and road energy use. ► Urbanization elasticities of transport energy use differ across development stages. ► Urbanization elasticities in high-income group are higher than in other groups.
[en] The present paper attempts to analyse the dynamics of energy end-use technology shifts in the household sector in India. The technology shifts can be categorized as naturally occurring shifts (with increasing household incomes and availability of energy carriers) and policy-induced shifts (by creating a favourable environment). Initially, the households energy usage patterns, types of energy carriers and the technologies in use are analysed using the data from the National Sample Survey (1999-2000). The energy consumption is disaggregated according to end-use activity and by income groups for rural as well as urban households. It is observed that large variations in energy use exist across different sections of households-urban/rural, low/high-income groups, etc. Further, the paper provides a methodological framework for the diffusion of energy-efficient technologies, and the implications of such diffusions for the Clean Development Mechanism (CDM). It analyses the reasons for the gap between possible and practical implementation of energy-efficient measures, study the reasons for households not using the cost-effective technologies available to them, the benefits of innovation of energy efficiency, and the required policies and specific proposals for government intervention to achieve the potential for the CDM
[en] This paper uses the panel data of energy consumption (EC) and economic growth (GDP) for 51 countries from 1971 to 2005. These countries are divided into three groups: low income group, lower middle income group and upper middle income group countries. Firstly, a relationship between energy consumption and economic growth is investigated by employing panel cointegration method. Secondly, panel causality test is applied to investigate the way of causality between the energy consumption and economic growth. Finally, we test whether there is a strong or weak relationship between these variables by using method. The empirical results of this study are as follows: i) Energy consumption and GDP are cointegrated for all three income group countries. ii) The panel causality test results reveal that there is long-run Granger causality running from GDP to EC for low income countries and there is bidirectional causality between EC and GDP for middle income countries. iii) The estimated cointegration factor, β, is not close to 1. In other words, no strong relation is found between energy consumption and economic growth for all income groups considered in this study. The findings of this study have important policy implications and it shows that this issue still deserves further attention in future research.
[en] Household demand for better environmental quality is the key factor in the long-term global applicability of the Environmental Kuznets Curve (EKC) hypothesis. We argue that, for given consumer preferences, the threshold income level at which the EKC turns downwards or the equilibrium income elasticity changes sign from positive to negative depends on the ability to spatially separate production and consumption. We test our hypothesis by estimating the equilibrium income elasticities of five pollutants, using 1990 data for the United States. We find that the change in sign occurs at lower income levels for pollutants for which spatial separation is relatively easy as compared to pollutants for which spatial separation is difficult. Our results suggest that even high-income households in the United States have not yet reached the income level at which their demand for better environmental quality is high enough to cause the income-pollution relationship to turn downwards for all the pollutants that we analyzed
[en] The aim of this paper is to analyse the relationship between household consumption patterns and pollution in the Spanish economy. The analysis was carried using a Social Accounting Matrix (SAM) for the Spanish economy prepared for 1999. Taking the final demand of households as the exogenous account in the SAM framework and combining this with the information provided by the Household Budget Continuous Survey on income and consumption (INE, 1999), we analyse the pollution produced by both the economy and households in order to satisfy consumption requirements. We also consider the effects of income inequality on expenditure levels, establishing a link between income level, consumption patterns, propensity to consume and CO2 emissions. (author)
[en] This paper proffers a tiered gasoline pricing method from a personal carbon trading perspective. An optimization model of personal carbon trading is proposed, and then, an equilibrium carbon price is derived according to the market clearing condition. Based on the derived equilibrium carbon price, this paper proposes a calculation method of tiered gasoline pricing. Then, sensitivity analyses and consumers' surplus analyses are conducted. It can be shown that a rise in gasoline price or a more generous allowance allocation would incur a decrease in the equilibrium carbon price, making the first tiered price higher, but the second tiered price lower. It is further verified that the proposed tiered pricing method is progressive because it would relieve the pressure of the low-income groups who consume less gasoline while imposing a greater burden on the high-income groups who consume more gasoline. Based on these results, implications, limitations and suggestions for future studies are provided. - Highlights: • Tiered gasoline pricing is calculated from the perspective of PCT. • Consumers would be burdened with different actual gasoline costs. • A specific example is provided to illustrate the calculation of TGP. • The tiered pricing mechanism is a progressive system.
[en] The economic impact of electricity tariff rates on the residential sector of Yerevan, Armenia, is examined. The effect of tariff design on revenue generation and equity measures is considered, and the combination of energy pricing and compensatory social policies which provides the best mix of efficiency and protection for poor households is examined. An equity measure is defined in terms of a cumulative distribution function which describes the percent of the population that spends x percent or less of their income on electricity consumption. An optimal (Pareto-efficient) tariff is designed based on the analysis of survey data and an econometric model, and the Armenian tariff rate effective 1 January 1997 to 15 September 1997 is shown to be non-optimal relative to this rate. 22 refs
