[en] This article discusses the US loss of leadership in areas of utility practices, equipment and manufacturing. The author identifies this as a result of too much emphasis on major resources addressing federal regulations, licensing, and court and congressional hearing testimony rather than on innovation and decision making. The author calls for engineers to be allowed by government and employers to become more involved in policy making and leadership

[en] Inter-ministerial cooperation is critical for governments to successfully address the lingering, trans-national threat of illicit trafficking of nuclear and other radioactive material. National Nuclear Smuggling Response Plans, Counter Nuclear Smuggling teams and nuclear forensics are reviewed as examples of inter-ministerial cooperation. National governments should review inter-ministerial cooperation mechanisms and consider new ones given the limited success in stopping illicit trafficking of these dangerous materials. (author)
[en] Much has been said and written in Australia since the Federal Government introduced its Clean Fuels Policy in September 2001. Various biofuel projects are now being considered in different states of Australia for the manufacture of bioethanol and biodiesel from renewable resources. However, the economic viability required to establish an Australian liquid biofuels industry is predicated on supportive government legislation and an encouraging fuel excise regime. On the other hand, the benefits of such an industry are also in debate. In an attempt to clarify some of the concerns being raised, this paper endeavours to provide an overview of the current use of bioethanol and biodiesel around the world, to summarise the process technologies involved, to review the benefits and non-benefits of renewable fuels to the transport industry and to address the issues for such an industry here in Australia
[en] The federal government offers a number of tax incentives to developers of biomass projects. This paper describes each tax benefit, explains what conditions must be met before the benefit is available, and offers practical insights gained from working for over 10 years in the field. Understanding what tax benefits are available is important because the more tax benefits a developer can qualify for in connection with his project, the less expensive the project will be to build and operate and the easier it will be to arrange financing because there will be higher returns in the project for potential investors
[en] This advice has been drawn up in reply upon the question (october 5th 1987) of the Dutch Minister of Public Housing, Town and Country Planning, and Conservancy, him 'to advise about the environment-protectional aspects of extension of nuclear power in view of the various options for employment of fuel' . In particular it is requested to pay attention to the environmental risks of an accident in a nuclear power plant and to take into account therein the results of the studies, which have been performed in the framework of the so called 'revision nuclear power' ( with reference to the Chernobylsk accident). In ch. 2 the effects of a reactor accident in a light-water-moderated nuclear power plant of 1000 a 1300 megawatt are discussed. In ch. 3 attention is given to the change of such an accident and the attached risks for the people outside the nuclear power plant. In ch. 4 the disposal of radioactive waste from nuclear power plants is discussed. Some international aspects of nuclear power are discussed in ch. 5. Finally in ch. 6 the question is raised if nuclear power has to be recommended, because nuclear power plants don't bring carbon dioxide, sulphur dioxide and nitrogen oxides into the atmosphere.
