[en] The models of statistical physics used to study collective phenomena in some interdisciplinary contexts, such as social dynamics and opinion spreading, do not consider the effects of the memory on individual decision processes. In contrast, in the naming game, a recently proposed model of language formation, each agent chooses a particular state, or opinion, by means of a memory-based negotiation process, during which a variable number of states is collected and kept in memory. In this perspective, the statistical features of the number of states collected by the agents become a relevant quantity to understand the dynamics of the model, and the influence of topological properties on memory-based models. By means of a master equation approach, we analyse the internal agent dynamics of the naming game in populations embedded on networks, finding that it strongly depends on very general topological properties of the system (e.g. average and fluctuations of the degree). However, the influence of topological properties on the microscopic individual dynamics is a general phenomenon that should characterize all those social interactions that can be modelled by memory-based negotiation processes
[en] To point out the direction and focus of future international climate negotiations, this paper discusses how far developing country commitments can go in an immediate post-2012 climate regime. The paper argues that developing country commitments are most unlikely to go beyond the defined polices and measures in this timeframe. On this basis, the paper suggests that, rather than attempting the unrealistic goal, international climate negotiations may instead need to initially frame the post-2012 developing country participation in terms of certain policies and policies that I envisioned a decade ago. This conclusion does not change, as Barack Obama becomes the US President and the Democrats have regained control over both US House of Representatives and Senate. However, it should be emphasized that his stance on climate issues and how ambitious US commitments would be under his administration are going to be critical for developing countries to take bold steps themselves and to even agree to reflect those national commitments in a global deal. [en] Life testing is a procedure intended for facilitating the process of making decisions in the context of industrial reliability. On the other hand, negotiation is a process of making joint decisions that has one of its main foundations in decision theory. A Bayesian sequential model of negotiation in the context of adversarial life testing is proposed. This model considers a general setting for which a manufacturer offers a product batch to a consumer. It is assumed that the reliability of the product is measured in terms of its lifetime. Furthermore, both the manufacturer and the consumer have to use their own information with respect to the quality of the product. Under these assumptions, two situations can be analyzed. For both of them, the main aim is to accept or reject the product batch based on the product reliability. This topic is related to a reliability demonstration problem. The procedure is applied to a class of distributions that belong to the exponential family. Thus, a unified framework addressing the main topics in the considered Bayesian model is presented. An illustrative example shows that the proposed technique can be easily applied in practice
[en] On 29 March 2017 the official letter from the United Kingdom to the President of the EU Council was presented to inform the European Council of its intention to withdraw from the European Union (EU). The period of 2 years in Article 50 of the EU Treaty provided for the exit negotiations has thus begun to run. In the letter to the President of the Council, the UK Government expressly declares its intention to withdraw from the EU and from the Euratom Treaty (EAV). Thus the controversy about the conjunction of the withdrawal from the EU and Euratom has become obsolete.

[en] Coking and semi hard coking coal price agreements had been reached, but, strangely enough, the reaching of common ground on semi soft coking coal, ultra low volatile coal and thermal coal seemed some way off. More of this phenomenon later, but suffice to say that, traditionally, the semi soft and thermal coal prices have fallen into place as soon as the hard, or prime, coking coal prices have been determined. The rise and rise of the popularity of the ultra low volatile coals has seen demand for this type of coal grow almost exponentially. Perhaps one of the most interesting facets of the coking coal settlements announced to date is that the deals appear almost to have been preordained. The extraordinary thing is that the preordination has been at the prescience of the sellers. Traditionally, coking coal price fixing has been the prerogative of the Japanese Steel Mills (JSM) cartel (Nippon, NKK, Kawasaki, Kobe and Sumitomo) who presented a united front to a somewhat disorganised force of predominantly Australian and Canadian sellers. However, by the time JFY 2001 had come round, the rules of the game had changed
[en] The first Conference of the Parties of the United Nations Framework Convention on Climate Change (FCCC), held from 28 March-7 April 1995 in Berlin, Germany, resulted in a positive outcome, despite gloomy prospects at the start of the conference. After two weeks of negotiations agreement was reached to start negotiating commitments after 2000. Also a decision was taken to set up a pilot phase for Joint Implementation. Furthermore, several institutional (a.o. FCCC secretariat will settle in Bonn) and organizational (a.o. budget) topics were solved. The challenge for negotiators now is to work out a concrete draft protocol for the conference in 1997 (Japan). In Berlin, Parties were prepared to compromise in the final (early morning) hours. The question remains whether the same willingness exists when definite choices have to be made on measures, targets and timetables
