[en] The Dutch Coordination-Committee for Measurements of Radioactivity and Xenobiotic materials (CCRX) coordinates systematic measuring programmes of the government departments and institutes which are, dependent of the responsibilities of the departments under which they report, directed upon various compartments of the environment: air, surface waters, soil, vegetable and animal food, and in some cases man, in order to achieve an appropriate monitoring of artificial radioactivity and the presence of xenobiotic materials in the (Dutch) biologic environment. In this report the National Measuring Programmes (NMP) radioactivity and Xenobiotic materials of the CCRX are outlined and the most important conclusions with regard to the situation of the environment, drawn from the measurements performed in the framework of the NMP, are summarized. [en] This Act is based on and implements in the Netherlands the provisions of the 1962 Brussels Convention on the Liability of Operators of Nuclear Ships. It lays down a series of definitions respectively concerning nuclear ships, nuclear incidents, operators, nuclear fuel, radioactive products and waste, etc. and provides for the absolute and limited liability of the operator for nuclear damage arising from his ship. The Act contains a number of provisions concerning the obligation for the operator to maintain coverage for his liability, State intervention by means of public funds, rights to compensation and the competent court. La presente Loi, qui est basee sur la Convention de Bruxelles de 1962 relative a la responsabilite des exploitants des navires nucleaires, met en oeuvre cette Convention aux Pays-Bas. AbstractAbstract
[en] The main objective of this study has been to indicate the principle structures through which much of governmental nuclear policy is formed and to develop a model for the analysis of policy communication networks. The first chapter begins with a general outline of the international development of nuclear energy and gives an impression of the Dutch nuclear energy sector with special emphasis on the institutional aspects. In chapter II the author elaborates on the place of structural analysis in public policy analysis and argues that it is one of the indispensable elements of public policy analysis. Relations are treated in chapter III. Personal interlocks are given special attention because these are interrelated with financial, informational and other dependency relations and have a special communicative function in public policy-making. The different functions of the interlocks are 'translated' in graph theoretical concepts. Chapter IV introduces a method derived from graph analysis to analyse public policy networks. Several structural configurations are distinguished. In the same chapter an outline of the empirical research on the nuclear energy network will be given. In chapters V and VI the nuclear energy network is analysed, and in chapter VII the decision-making concerning some nuclear items is described in a general way. (Auth.)
