AbstractAbstract
[en] This paper discusses the nuclear pooling system and co-operation between the pools, present practice and capacity, with a breakdown of the limits for third party liability and material damage. The author also describes the relationship between the pools and the nuclear operators (the policyholders), and concludes that the nuclear pools have been successful in serving the interests of their member companies, their policyholders and the governments as they have provided a stable insurance market by making available capacity in amounts that had never before been assembled and placed at risk in a single location. 2 tabs

AbstractAbstract
[en] This article contains an analysis of the Paris Convention and the Brussels Supplementary Convention on nuclear third party liability from the viewpoint of French legislation in this field which is based on the regime of the Conventions. The author reviews the nuclear installations and activities (including transport of nuclear materials) within the scope of the French nuclear liability system, nuclear incidents, damage giving right to compensation as well as the amounts of liability and cover therefor. Mention is also made of the draft Protocol to amend both Conventions. (NEA)

AbstractAbstract
[en] This article covers the step-by-step and most rigid recruitment, training, and licensing procedures undertaken in the selection for personnel involved in nuclear power plant operations. These procedures are true to all countries. However, for developing countries such as the Philippines, a bachelor's degree may be required as compared with the U.S. wherein a high school diploma is the minimum requirement. Because of the complexity of a nuclear facility, the work will require highly capable individuals with mature judgement who can render correct decisions even under highly stressed conditions. Thus during the selection and recruitment of applicants for the operator position, they are not only given aptitude tests but are also subjected to a series of psychological examintions. Once they are accepted, they are made to undergo a comprehensive and in-depth training to ensure that they will be capable of operating the nuclear power plant safely and effectively. Finally, those prospective operators have to pass licensing examinations in order to prove their competence and skills. Retraining programs follow after their training to maintain their skills. (RTD)

[en] In this paper an initiator/target technique has been introduced to build a fully compatible peripheral component interconnect (PCI) local Bus interface (revision 2.1, protocol and timing compliance), which is presented as a PC-based measurements and control interface card. A field programmable gate array (((((FPGA) has been used by implementing a single chip design of XILINX (XC 4010E) to build the proposed interface. The proposed design was tested with data sampling rates of up to 0.7 MS/s. The collected data can be saved either directly or after comparing with look up table contents to control data acceptance. Initially, the design configuration is loaded from an EPROM chip into XILINX chip via XILINX master parallel mode. If the design configuration is required to be changed, the new configuration will be reloaded into the EPROM by the XILINX chip itdelf through the read/write target commands of the PCI. It was noticed that more than 40% of the chip area is available for the application logic and the rest of the area was consumed by the proposed interface logic. This proposed interface card can be used for many nuclear applications, especially, which are relying on reading data from different types of ADCs and 2-Dimensional detectors. So, the flexibility of the proposed design provides the capability of a smooth adaptation for any specific interface requirements
