AbstractAbstract
[en] All concepts of Nuclear Power Plant (NPP) Floating has the potential to return used fuel, reactor facilities and irradiated equipment to the supplier country at the end of its life. Most nuclear supply countries will not receive return of used fuel for permanent storage and disposal. In the legal aspect it is recommended that host states and supplier states explicitly discuss in an agreement that will regulate the operation of the nuclear power plant. The study results show that the choice of approach needs to be planned to prepare for all legal issues that will occur in the future. Two possible technical approaches will emerge, the first, the innovative approach of building, refueling, and commissioning a reactor in the supplier country and then being transferred to the operating country. While second, construction at a location in one supplier country and then transporting complete manufacturing facilities to the country of operation, where it is then loaded with nuclear fuel which is separately transported to the country where it is operating. Both approaches require planning legal aspects to respond to them. (author)

AbstractAbstract
[en] A Byelorussian savant, Vassili Nesterenko, reveals that Moscow had developed, in the eighties years very light and mobile reactors to supply steps of fire of its missiles. The Chernobylsk accident has stopped this project. The realizations of these nuclear plants were called Pamir. In 200, it was question to launch again this project but for civil applications. In 2002, the Russian Minister of Atomic Energy has launched the idea of floating nuclear power plants that could be installed in the region of Arkhangelsk (North west of russia) and on the river banks of Tchoukotka (North east of the Siberia). The nuclear power plants would be constituted of two 35 MW reactors coming from ice-breakers and would cost 180 millions dollars. They would be installed on a big barge anchored near the coast. But this project has risen numerous notices because of their insufficient safety. (N.C.)

[en] The author analyses the papers presented by H. Mandel and J. Feron at the Paris Conference on the maturity of nuclear energy. The main factors which have led during recent years to a noticeable increase in the construction costs of nuclear power stations are presented. Nevertheless, in spite of the increases which have taken place, nuclear power remains largely competitive as compared to the conventional types of energy. This is shown by a study of the operating costs of nuclear power stations. By defining the structure of the production costs of electric power in a small power station and by giving an analysis of how these costs are influenced by variations in the different economical or technical parameters, it is shown that the cost of the nuclear KWh is still very much less than that of the KWh generated in the conventional type of thermal power station

Les principaux facteurs qui ont conduit, au cours des dernieres annees, a un enrichissement important des couts de construction des centrales nucleairs sont presentes. Malgre les augmentations intervenues, le nucleaire demeure largement competitis par rapport aux energies classiques. C'est ce qui apparait a l'etude des couts d'exploitation des centrales nucleaires. Mettant en lumiere la structure du cout de production de l'energie electrique dans une centrale a eau legere et analysant la sensibilite de ce cout aux variations de divers parametres economiques ou techniques, on montre que le cout du KWh nucleaire reste tres inferieur a celui du KWh produit dans une centrale thermique classiqueOriginal Title
