[en] While the reality of an improvised nuclear device (IND) being detonated in an American city is unlikely, its destructive power is such that the scenario must be planned for. Upon reviewing the academic literature on the effects of and response to IND events, this report looks to actual responders from around the country. The results from the meetings of public officials in the cities show where gaps exist between theoretical knowledge and actual practice. In addition to the literature, the meetings reveal areas where future research needs to be conducted. This paper recommends that local response planners: meet to discuss the challenges of IND events; offer education to officials, the public, and responders on IND events; incorporate 'shelter-first' into response plans; provide information to the public and responders using the 3 Cs; and engage the private sector (including media) in response plans. In addition to these recommendations for the response planners, the paper provides research questions that once answered will improve response plans around the country. By following the recommendations, both groups, response planners and researchers, can help the country better prepare for and mitigate the effects of an IND detonation

[en] Dr. Sigvard Eklund, the new Director General of the International Atomic Energy Agency, assumed charge of his office on 1 December 1961. The fifth session of the IAEA General Conference, at a plenary meeting on 3 October 1961, approved Dr. Eklund's appointment as the Agency's Director General to succeed Mr. Sterling Cole. The appointment, which had been made by a majority decision of the Agency's Board of Governors in June 1961, was approved by the Conference by 46 votes to 16 with six abstentions. AbstractAbstract
[en] One of the more misunderstood words in the English language is 'consensus', particularly as it is applied to decision making and management. It is often interpreted and used as though it means the same as 'unanimous', but is appropriately used to suggest general agreement or agreement in principle though not necessarily with all the details. This paper discusses how the term 'consensus' is positively and negatively applied to decision making and management, particularly of public bodies. For example, striving to make consensus the same as unanimous can often result in 'no action' if there is strong opposition by even one party to the proposed action. Contrarily, members of groups that decide to perform actions by consensus will use the interpretation that it means unanimous, and thus force members that may have legitimate questions or concerns with rebuttals and accusations that they 'are against progress' or 'not being a team player'. This paper discusses different situations including the positive and negative aspects of the possible paths leading to the final decision when applying consensus as part of the decision-making process. [en] The responsibility for providing an overview of 'all factors in the environment which are or may be having a direct or indirect influence on the health - -' rests with the municipal health authorities. In order to enable the municipal staff throughout Norway to accomplish local radon surveys, an information campaign on radon, including printed information material and training courses, was carried out in 1998-99, primarily directed towards municipal civil servants. The two-day training courses comprised of lectures and a compendium covering basic knowledge on ionizing radiation, sources of radon, measurement techniques, health risk, prophylactic and remedial measures, design and accomplishment of survey projects, and information strategy. The printed information material includes booklets providing general information on radon (health risks, measurements, and mitigation), methods for measuring radon in indoor air and construction sites, action levels, and design of municipal radon surveys. Two posters have been issued, one mainly intended for public offices and waiting rooms to motivate the public for radon measurements, the other one intended for municipal personnel and governmental offices, the latter also issued as a collection of fact sheets intended for schools etc. the booklets are displayed on the Internet (www.nrpa.no). The site also contains links to further information on mitigation techniques and economic support to remedial measures. (au)
