[en] Recent failures of renewable energy plants have raised concerns regarding government's role in providing credit subsidies and have harmed the long-run development of renewable energy. The major reason for these failures lies in government loan appraisers not having a model that addresses these root causes and instead relying on traditional net present value (NPV) analysis. What is required is a model representing entrepreneurs' investment decision processes when faced with uncertainty, irreversibility, and flexibility that characterize renewable energy investments. The aim is to develop such a model with a real options analysis (ROA) criterion as the foundation. A case study comparing NPV with ROA decisions for 50 and 100 million gallon ethanol plants is used as a basis for future development of a template government loan appraisers can use for evaluating the feasibility of renewable energy investments. - Highlights: ► The role net present value (NPV) analysis is investigated in failed ethanol plants. ► NPV optimal entry and exit margins are compared to real options approach (ROA). ► The entry–exit margin gap is smaller under the NPV than it is under the ROA. ► Government policymakers employing NPV tend to react aggressively to margin stimuli.
[en] This paper provides an overview of possibilities for public participation in proposing legal acts and other energy related documents in the Republic of Croatia and gives author assessment of the Croatian public participation level in the processes carried out. The ways how public has participated in the making of a few officially accepted documents have been analysed and potential benefits of inclusion of a wider circle of interested public have been stated. A comparison of the degree of public involvement in the decision making processes in Croatia and the European Union has been made, with specific emphasis on the adoption of the Third package of energy laws. Several national and EU funded projects aiming at enhancing the Croatian public participation in public decision making processes have been presented and their results given. Finally, possibilities for the improvement of the public participation in the Croatian energy policy making processes are proposed. (author)
[en] In the report results of activity of Rome Club, Pugwash movement, 'Nevada-Semej' anti-nuclear movement, 'Friends of Earth' non-governmental organization (Netherlands) are discussed. Results of action of these works and public activity in world ecological and political situation are considered. It was shown, that successes on formation modern ecological and noo-spheric philosophy are direct consequence of public organizations activity and high intellectual potential of their participants. [en] The impact that the establishment of transmission tariffs would have on the viability of cogeneration projects in Ontario was discussed. The proposal to establish such tariffs on the basis of a 'postage stamp' rate would ensure that all electricity users have access to electricity at the same price. However, this would unfairly penalize short-haul transmission transactions and would possibly result in the inappropriate location of new generation facilities. Electricity users would ultimately be burdened with these inefficiencies. This presentation also discussed another public policy which proposes to determine what parts of the electricity system should have their costs recovered at postage stamp rates. The costs would include not only transmission charges but also distribution and generation costs. The restructuring of Ontario Hydro into the Ontario Power Generation Company (OPGC) and the Ontario Hydro Services Company (OHSC) and its impact on the cogeneration projects was also discussed
[en] Materials collected (presented) in the paper introduce to (familiarise) the audience with the main forms, methods and phases of the state regulation of energy industry in Ukraine in the period of transition to market economy. Special attention was paid to the following aspects: 1. Necessity and history of establishment of special regulatory body in Ukraine - The National Electricity Regulatory Commission (NERC); 2. The main tasks and authorities of NERC according to the Ukraine Law on Energy Sector; 3. Regulation mechanisms of the main processes in the energy industry used by the Commission on the current level of energy sector development and economic results of its introduction; 4. Problems with functioning of the wholesale energy market specifically as the main component of the Ukraine energy industry and trends of future development (improvement of energy industry's financial situation, intensification of competition between energy producers and suppliers, improvement of tariff and investment policies, etc.); 5. Necessity and ways of future improvement of the standards and legal basis for regulation in Ukraine. (author)
[en] This paper provides an updated calculation of the price and income responsiveness of Spanish consumers of transport fuels, with an explicit exploration of the effects of the recent economic crisis. We examine separate gasoline and diesel demand models using a set of estimators on a panel of 16 Spanish regions over the period 1999–2015. The paper confirms the persistence of low own-price elasticities both for diesel and gasoline in the short and long runs. It also shows that the crisis of 2008–2013 slightly increased the price elasticity of demand for transport fuels, with a higher effect on diesel than on gasoline. By contrary, the crisis slightly reduced the income elasticity of transport fuel demand. Given the intensity and length of the economic recession in Spain, the results of this paper may be useful to anticipate the effects of domestic public policies that impact transport fuel prices as well as to advance some of the potential consequences of crises elsewhere.
[en] This paper examines the impact of government incentives policies designed to promote the adoption of hybrid-electric vehicles (HEVs). As a primary methodology, it employs cross-sectional analysis of hybrid registration data over time from US states to test the relationship between hybrid adoption and a variety of socioeconomic and policy variables. It also compares hybrid adoption patterns over time to the US average for specific states that have changed incentive policies, to examine how differences in incentive schemes influence their efficacy. The results of these analyses suggest a strong relationship between gasoline prices and hybrid adoption, but a much weaker relationship between incentive policies and hybrid adoption. Incentives that provide payments upfront also appear to be the most effective
