AbstractAbstract
[en] There has been increasing involvement of Ontario Hydro in public participation since the early 1970's, in particular with the formation of Task Force Hydro. A demand for information has resulted and Ontario Hydro has formulated a general policy regarding release of information. Three questions must be addressed: What is public participation. Why do we need it. How can it be accomplished. Public participation is sharing information and alternatives with the public at large. Some factors which make public participation necessary are the intrusion of major facilities into rural areas, urbanization of sourthern Ontario, pollution concern and unwillingness to accept decisions of others affecting lifestyle. In order to accomplish public participation it is recommended that proposed objectives and scope of study, type of facility, location, goals and roles of the public, time-frame and continuity, and resources be identified and considered. Ontario Hydro has adopted several principles toward this goal including encouraging continuous public dialogue, providing the public with opportunity to consider and comment on alternative plans, formation of citizen committees to examine and advise on environmental issues and providing a forum for presentation and discussion of the study at each stage. [en] The public relations programme of British Nuclear Fuels (BNFL) is described. It includes: involvement in the economic regeneration of the regions in which its sites are located; providing resource materials to schools; funding of university posts, contract research and studentships; community involvement through such things as support of organisations/charities concerned with community and welfare, health issues, renewal and cultural activities, sponsorship. Branding and attribution in its community and sponsorship programmes is aimed at achieving recognition for BNFL as a quality, caring and responsible company. (UK)

[en] There are only seldom discussions supporting the peaceful utilization of nuclear energy and they only take place among scientists who are looked at in a very sceptical manenr because they are believed to be either the slaves of their love for experiments or of big capital. Therefore, considerations are introduced in order to draw attention to the extent of the whole problem. This is only a pointing at the 'auditatur et altera pars' without any aggresive engagement or emotional formation. In order to avoid incompetent comments, the presentation mainly covers the summaries of opinions expressed by well-known professors from various fields in numerous articles, books, and interviews. Da nur selten Demonstrationen zur Befuerwortung der friedlichen Nutzung nuklearer Energie stattfinden, und diese meistens nur von Wissenschaftlern durchgefuehrt werden, denen man von vornherein nur skeptisch gegenueberstehen zu koennen glaubt, weil sie sich verdaechtig machen, entweder Sklaven ihrer Experimentierfreudigkeit oder des Grosskapitals zu sein, werden Ueberlegungen vorgestellt, die auf die Tragweite des Gesamtproblems aufmerksam zu machen versuchen sollen. Es handelt sich dabei lediglich um den Hinweis auf das 'audiatur et altera pars' ohne jegliches kaempferische Engagement oder emotionalen Fanatismus. Zur Vermeidung inkompetenter Meinungsaeusserung erstreckt sich die Darstellung hauptsaechlich auf die Zusammenfassung von Aeusserungen, die namhafte Professoren aus den verschiedensten Fachbereichen in zahlreichen Aufsaetzen, Buechern und Interviews gemacht haben. [en] The arguments put forward are: data from risk studies concerning the frequency of occurrence of core meltdown in LWR type reactors, the frequency of containment failures and resulting off-site emissions, in-plant accident management, and the hazard of hydrogen explosions. Yet unresolved problems are stated to be: the presentation of results of the German Risk Study (part DRS-B), the way accident management is dealt with, the evaluation standards applied to safety deficits, the hydrogen problem, the biological effects of low-dose radiation, the qualification of radwaste repositories, the information policy of public authorities, and the regime of governmental control and supervision.
