AbstractAbstract
[en] This paper shows the effects of the nuclear accident in the victims, in their lives, changes in the behaviour, neurosis including all the psychological aspects. The author compare the victims with nuclear accident like AIDS patients, in terms of people's discrimination. There is another kind of victims. They are the people who gave helpness, for example physicians, firemen and everybody involved with the first aids that suffer together with the victims trying to safe them and to diminish their suffering, combating the danger, the discrimination and the no information. [en] A total of 42 papers were presented in 8 sessions covering the following topics: practical experience in the handling of radiation accidents, organization and planning, training and exercising in planned arrangements, accident situation detection and assessment, and accident situation analysis. Two panel discussions were included in the symposium, the first under the chairmanship of Dr. W.D. Rowe (USEPA, Washington) reviewed the scope and application of emergency planning procedures and the symposium was concluded by a panel discussion chaired by Mr. K.L. Cameron (Atomic Energy Control Board, Ottawa, Canada), which reviewed collective experience and endeavoured to identify aspects requiring further development. All are summarized

[en] In 1977, the Methodist Hospital of Lubbock, Texas, sold a 14 year old Picker C-3000 therapy unit to Mexican Centro de Juarez, instead of taking up the Picker option of dismantling, removal and safe storage. The device was never used for research or treatment, and the resulting accident after its dismantling and dispersion of the parts by unknown persons in November 1983 is described in outline. (U.K.)

[en] Since the beginning of the nuclear age, there have been seven known accidents in the fuel cycle installations, six in the USA and one in the UK. All of them occurred in chemical treatment plants employing the aqueous method. Four of them had used plutonium solutions. They led to the death of two operators and to significant irradiation of nineteen other persons. The first thing to be learnt is that an installation or an operational method must never be modified without an examination in depth of the possible repercussions with respect to criticality on the whole of the installation. Any modification, no matter how small and temporary, must be the subject of a written procedure and submitted to a criticality specialist. The second lesson to be learnt is that it is necessary for the personnel to be well informed on the criticality hazard, on the preventive means set up and the arrangements made to limit the consequences of any accident

Depuis le debut de l'ere nucleaire, il y a eu 7 accidents connus dans les installations du cycle du combustible, 6 aux U.S.A. et 1 en Grande-Bretagne. Ils sont tous survenus dans des installations de traitement chimique en voie aqueuse; 4 d'entre-eux ont mis en oeuvre des solutions de plutonium. Ils ont conduit a la mort de 2 operateurs et a l'irradiation significative de 19 autres personnes. Le premier enseignement a tirer est donc qu'il ne faut jamais modifier une installation ou un mode operatoire sans examen approfondi des repercussions possibles quant a la criticite sur l'ensemble de l'installation. Toute modification, si minime et temporaire soit-elle, doit faire l'objet d'une procedure ecrite et soumise a un specialiste de criticite. Le deuxieme enseignement a retenir est qu'il est necessaire que le personnel soit bien informe du risque de criticite, des moyens de preventions mis en place et des dispositions prises pour limiter les consequences d'un accident eventuelOriginal Title

[en] After the great discovery of Henri Becquerel, the term 'radiation' begins to acquire meaning. Since that time (nearly a century ago) the perception for radiation oscillated between extremely negative and extremely positive. Today, we are aware that the radiation can be harmful but also it can be extremely useful. Enjoying the benefits, provided by the radiation, we must be informed, attentive and disciplined.
