AbstractAbstract
[en] This article presents a comparison of the TMI-2 plant and the Philippine Nuclear Power Plant and cites the additional safety features present in the latter. The TMI incident is reviewed and implications with the Philippine nuclear programs are discussed. The conclusion is that the incident can be of substantial benefit to the Philippines if the associated political problems are properly handled. (RTD)

[en] The sequence of events in the nuclear reactor accident at Three Mile Island on March 28, 1979, is reported. Three problems thought to trigger the reactor accident were a persistent leak of reactor coolant, a closing of two valves in the auxillary feedwater system, and an apparent resin blockage in the transfer line that forced water back into the condensate lines of the air pumps. Hindsight indicates that a large amount of the damage to the reactor core could have been prevented if operators had closed the electromatic relief valve to end the loss of coolant and not throttled down the high pressure injection pumps in the emergency core cooling system. Steps taken to reestablish control of the reactor core are described

[en] The analysis of the TMI reactor after the accident shows that the core damage was more severe, temperatures were higher, and coolant level was lower than first thought. The examinations revelead that the reactor containment was able to withstand higher loads and strains than calculated, and that even a partial core meltdown can be mastered by suitable cooling over a period of 3-4 hours after the failure started. The information now available also shows that with better training of the personnel, this accident could have been avoided. (DG)

Die TMI-Analyse zeigt, dass der Kernschaden groesser, die Temperaturen hoeher und der Kuehlmittelspiegel niedriger waren, als zunaechst angenommen. Sie machen deutlich, dass das Reaktordruckgefaess hoeheren Belastungen widerstand und auch ein partiell geschmolzener Reaktorkern noch mindestens 3 bis 4 Stunden nach Stoerfalleintritt einwandfrei kuehlbar ist. [en] Within the framework of the ENC'79, the impact of the incident in the three mile island-2 nuclear power plant near Harrisburg has been the subject of a topical panel discussion. On this occasion, M. Levenson, head of the independent Industry Advisory Group set up after the incident, who has been in the nuclear power plant for four weeks until May 6, 1979, presented a detailed report to the participants of the panel discussion on the information obtained so far on the course of the event. The main terms of interest reported here refer to the organisation of relief measures and the assignment of responsibilities, of which those not directly involved had only a rather blurred idea so far, as well as to the series of technical events and measures about which the public has been somewhat puzzled, as e.g. the blowdown value that remained open, water leakage from the containment, the closed values of the auxiliary feed water system, and above all the problem of core meltdown and the formation of the gas bubble in the pressure vessel. Although a through analysis of the incident will only be feasible after the current investigations will have been completed, some essential questions, relating to the actual hazard e.g., can to a great extent be answered already now. In der ENC'79 in Hamburg wurde am 9.5.79 in einer aktuellen Panel-Diskussion ueber Auswirkungen des Unfalls im Kernkraftwerk Three Mile Island-2 bei Harrisburg diskutiert. Der Leiter der nach dem Stoerfall eingesetzten unabhaengigen, beratenden Industry Advisory Group, M. Levenson, der sich vier Wochen lang bis zum 6.5.79 in dem Kernkraftwerk aufhielt, gab hierbei einen einfuehrenden Bericht ueber den Stoerfall nach dem bis jetzt neuesten Stand der Kenntnisse. Hauptpunkte sind die fuer Aussenstehende vielfach unklar gebliebene Organisation der Hilfsmassnahmen und Verteilung der Zustaendigkeiten sowie hinsichtlich des technischen Ablaufs Ereignisse und Massnahmen, ueber die in der Oeffentlichkeit z.T. erhebliche Verwirrung herrscht, wie z.B. das offengebliebene Abblaseventil, der Wasseraustritt aus dem Containment, die geschlossenen Ventile der Hilfsspeisewasserversorgung und vor allem die Frage des Kernschmelzens und der Gasblase im Reaktordruckbehaelter. Auch wenn eine eingehende Analyse des Stoerfalls fruehestens nach Fertigstellung der laufenden umfassenden Untersuchungen moeglich sein wird, sind offensichtlich einige Hauptpunkte, insbesondere Fragen hinsichtlich der tatsaechlich aufgetretenen Gefaehrdung, schon heute mit weitgehender Sicherheit zu beantworten.
