[en] The definition of user needs and the review of a sampling of electrical demand forecasting and supply planning models has been the basis for the development of recommendations on the ideal capabilities and the choice of existing models for interim use. For the demand forecasting purposes of this project a preference is established for facilities planning-oriented forecasting capabilities rather than policy analysis oriented models. The recommendations of ideal design characteristics of a demand forecasting capability are subdivided into the categories of coverage, geographic scope, customer classes, end use, timing, and independent variables
