AbstractAbstract
[en] Since 1970, IAEA safeguards inspectors have used gamma ray measurements of fission product activities to verify operator's data on burnup, cooling time, and integrity of fuel elements after irradiation in the HIFAR reactor. Experimental measurements were made in order to assess independently the value of the method as a safeguards technique for verifying burnup and cooling time. Result show that the precision of the method must be improved if useful information is to be obtained but a proper evaluation must include consideration of the theoretical basis of the method. This is presented in Part 2 of the report
