[en] After reviewing experience with existing facilities it is concluded that even for ''Special Effect'' experiments extensive and thorough theoretical analysis is needed to fully exploit the experimental results. It is argued that their cost-effectiveness is much higher than for ''Integral Experiments'' designed to avoid extrapolation. 27 refs
