The effort to regain world leadership in nuclear energy will require recognizing that the rest of the world needs it too. Opposition to the use of nuclear power has been politically effective, in spite of the need to move to a non-petroleum fuel base and without coming up with a viable alternative. The nuclear industry responded to the Three Mile Island accident by taking steps to improve reactor safety, but the industry continues to be threatened because of the suspended reprocessing and breeder programs.
