[en] Opposite positions are taken by W.B. Behnke, who cites recent studies showing that future US energy security lies with a combination of coal and nuclear power, and Frank Von Hippel, who feels that no international system of safeguards can be effective in the real world. The advantages of breeder reactors are their efficient use of limited uranium resources, the opportunity to reduce oil imports and technical confirmation by five billion dollars worth of feasibility research and demonstration. The US is now lagging behind the efforts of other countries, outdating the US position on proliferation and raising the total cost of the delayed Clinch River project. The arguments against a breeder economy include a general slowing of electricity demand and future generating-capacity projections, revised estimates of uranium reserves that favor light-water reactors, and a continuing need to slow the spread of plutonium
