AbstractAbstract
[en] The Fuel Cycle Risk Assessment Program was initiated to provide risk assessment methods for assistance in the regulatory process for nuclear fuel cycle facilities other than reactors. This report, the first from the program, defines and describes fuel cycle elements that are being considered in the program. One type of facility (and in some cases two) is described that is representative of each element of the fuel cycle. The descriptions are based on real industrial-scale facilities that are current state-of-the-art, or on conceptual facilities where none now exist. Each representative fuel cycle facility is assumed to be located on the appropriate one of four hypothetical but representative sites described. The fuel cycles considered are for Light Water Reactors with once-through flow of spent fuel, and with plutonium and uranium recycle. Representative facilities for the following fuel cycle elements are described for uranium (or uranium plus plutonium where appropriate): mining, milling, conversion, enrichment, fuel fabrication, mixed-oxide fuel refabrication, fuel reprocessing, spent fuel storage, high-level waste storage, transuranic waste storage, spent fuel and high-level and transuranic waste disposal, low-level and intermediate-level waste disposal, and transportation. For each representative facility the description includes: mainline process, effluent processing and waste management, facility and hardware description, safety-related information and potential alternative concepts for that fuel cycle element. The emphasis of the descriptive material is on safety-related information. This includes: operating and maintenance requirements, input/output of major materials, identification and inventories of hazardous materials (particularly radioactive materials), unit operations involved, potential accident driving forces, containment and shielding, and degree of hands-on operation
