[en] When encapsulating radioactive waste including radioactive liquid having a retardant therein which retards the setting of cements by preventing hydration at cement particles in the mix, the liquid is mixed with ordinary Portland cement and subjected, in a high shear mixer, to long term shear far in excess of that needed to form ordinary grout. The controlled utilization of the retardants plus shear produces a thixotropic paste with extreme moldability which will not bleed, and finally sets more rapidly than can be expected with normal cement mixtures forming a very strong product.
