[en] Since 1970, defense transuranic waste has been placed into 20-year retrievable storage at the Radioactive Waste Management Complex at the Idaho National Engineering Laboratory (INEL). A major objective of the US Department of Energy (DOE) Nuclear Waste Management Program is to remove all retrievably stored transuranic waste from the INEL. The January 1981 DOE Record of Decision on the Waste Isolation Pilot Plant (WIPP) stated, The WIPP facility will dispose of defense transuranic waste stored retrievably at the Idaho National Engineering Laboratory. After retrieval and before shipment, processing may be necessary to prepare the waste for acceptance, handling, and enhanced long-term isolation in the WIPP. However, some of the waste is certifiable to the WIPP waste acceptance criteria without container opening or waste processing. To minimize costs, the Stored Waste Examination Pilot Plant (SWEPP) is being developed to certify INEL stored transuranic waste without container opening or waste processing. The SWEPP certification concept is based on records assessment, nondestructive examination techniques, assay techniques, health physics examinations, and limited opening of containers at another facility for quality control
