Qualification criteria specified in the regulations, when applied to packaging design, provide the objective of safe packaging and transport of nuclear materials. Incorporation of accident statistics, accident damage reports, mathematical analysis, and physical test have enabled researchers to determine the relationship between regulations and the real world.
