[en] The Mock Site Licensing Demonstration Project developed the Low-Level Radioactive Waste Siting Simulation, a role-playing exercise designed to facilitate the process of siting and licensing disposal facilities for low-level waste (LLW). This report describes the development, contant, and usefulness of the siting simulation. The simulation was designed by Harvard University's Program on Negotiation; it can be conducted at a workshop or conference, involves 14 or more participants, and requires about eight hours to complete. The simulation consists of two sessions. In the first, participants negotiate the selection of siting criteria, and in the second, a preferred site for a facility is chosen from three candidate sites. The project sponsored two workshops (in Boston, Massachusetts and Richmond, Virginia) in which the simulation was conducted for persons involved in planning for LLW. It is concluded that the siting simulation can be useful in three ways: (1) as a tool for information dissemination, (2) as a vehicle that can foste communication among parties in conflict, and (3) as a step toward consensus building and conflict resolution. The DOE National Low-Level Waste Management Program is now making the siting simulation available for use by states, regional compacts, and other organizations involved in development of LLW disposal facilities
