AbstractAbstract
[en] The analysis is given of the Hamiltonian of the ''two-rotor'' model, which is based on the assumption that the ''giant angular resonance'' exists, i.e. that it is possible to rotate the neutron component of a deformed nucleus as a whole with respect to the proton component. The realization of the projections on the intrinsic axes of the angular momentum operators is found; the Hamiltonian matrix is determined in the basis convenient for the case of a strong coupling between neutrons and protons. The spectrum of the-rotor model is determined taking into account the off-diagonal matrix elements in the lowest order of the perturbation theory. The γ-factors and the probabilities of the M1-transitions are discussed
