[en] The non-destructive assay techniques developed at Los Alamos have become a primary means for verification by the IAEA and most important for domestic safeguards. We must challenge our assumptions, e.g., that inventory differences are a valid measure of safeguards performance, that more money is the solution, and the threats are much exaggerated. A human reliability program will be initiated. Material control, accounting, and physical protection need further integration. A serious effort involving scholarships, internships, etc. is needed to attract and motivate young people.
