AbstractAbstract
[en] The proposed action is the issuance of an operating license to the Washington Public Power Supply System (WPPSS) for the startup and operation of the Washington Nuclear Project Number 2 (WNP-2) located on the Columbia River in Benton County, about 19 km (12 mi) north of Richland, Washington. The facility will employ a boiling water reactor to produce 3323 megawatts thermal (MWt). A steam turbine-generator will use this heat to provide a nominal gross electrical output of 1150 megawatts (MWe). The exhaust steam will be condensed by cooled water from six circular mechanical-draft cooling towers with water taken from and returned to the Columbia River. The information in this statement represents the second assessment of the environmental impact associated with the WNP-2 pursuant to the guidelines of the National Environmental Policy Act of 1969 (NEPA) and 10 CRF Part 51 of the Commission's Regulations. After receiving an application to construct this plant, the staff carried out a review of impacts that would occur during its construction and operation. That evaluation was issued as a Final Environmental Statement (construction phase). The construction of Unit 2 about 86% complete. The staff estimated a fuel-loading date of September 1983. In March 1977, the applicant applied for an operating license for the unit and submitted the required safety and environmental reports in support of the application. 20 figs., 19 tabs
