[en] On November 6, 1987, the Nuclear Regulatory Commission (NRC) issued Bulletin 87-02, ''Fastener Testing to Determine Conformance With Applicable Material Specifications,'' to all holders of operating licenses or construction permits for nuclear power reactors (licensees). The bulletin was issued so that the NRC staff could gather data to determine whether counterfeit fasteners are a problem in the nuclear power industry. The bulletin requested nuclear power plant owners to determine whether fasteners obtained from suppliers and/or manufacturers for use in their facilities meet the mechanical and chemical specifications stipulated in the procurement documents. The licensees were requested to sample a minimum of 10 safety-related and 10 non-safety-related fasteners (studs, bolts, and/or cap screws) and a sample of typical nuts that would be used with each fastener and to report the testing results to the NRC. The results of this study did not indicate a safety concern relating to the use of mismarked or counterfeit fasteners in the nuclear industry, but they did indicate a nonconformance rate of 8 to 12 percent for fasteners.
