[en] The ''Site Characterization Plan Conceptual Design Report,'' as prepared by the United States Department of Energy and its contractors, depicts the conceptual designs being proposed for the Yucca Mountain, Nevada High-Level Waste Repository. Much of the report is comprised of designs based on large assumptions that lead to inconclusiveness in terms of technical integrity and reasonableness. As a result, the likely success of the designs proposed within the report is highly questionable from a technical and even constructibility standpoint. Grave deficiencies have been found throughout the report ranging from the over-simplification of the geologic and geohydrologic setting to the incorrect determination of the repository horizon's host rock strength. All of these deficiencies found within the report relate directly to the probable outcome of the site characterization of Yucca Mountain and the possible design and construction of a high-level waste repository at the site. It does not appear that a concerted effort has been put forth to develop many of the concepts within the report to a reasonable level of engineering and scientific integrity that would be suitable to meet the needs of and provide the results to the Nation's High-Level Waste Program
