[en] The Federal Energy Regulatory Commission (FERC) has approved the Gas Research Institute (GRI) five-year research and development plan for 1991 to 1995. The program provides funding for 231 projects in three primary R and D areas including end use, gas operations, and supply. Natural gas deliverability is a major focus of the 1991 to 1995 R and D plan, according to GRI. In approving the budget, the FERC rejected arguments made by large industrial users that GRI's funding unit was too high; that its programs are not well-conceived; and, that its end-use programs will not result in benefits to ratepayers within a reasonable period of time. The large industrial users presented no new arguments and merely incorporate the facts and arguments already addressed, FERC concluded
