[en] Western Europe has been quick to condemn the state of Eastern Europe's nuclear facilities. Their safety record has been further damaged by the accident at the Siberian Chemical Combine near Tomsk. The Russians claim to have both the technology and the ability to make their reactors safe but do not have the funding. One potential source of income which could provide the necessary funds is from uranium sales. The United States is to buy highly enriched uranium from the CIS at an agreed price. Enrichment is cheaper in Russia and the European Community (EC) has accused Russia of dumping uranium and has imposed a quota on EC companies for CIS (formerly Russia) supplies, reducing the income which could be used to improve CIS nuclear safety.
