[en] This book is based on a report in 1989 by the authors that draws on and contributes to the scientific and policy debate surrounding greenhouse warming of the earth's atmosphere and to the discussion of what, if anything, should be done. The book has two parts. First, the scientific evidence is developed and a framework for translating that evidence into policy objectives is given. Second, questions of fair or practicable allocation of carbon-emission rights between industrialized and developing countries is addressed, as well as time trajectories for meeting the objectives of the first part
