AbstractAbstract
[en] The first step in the UMTRA Ground Water Project is the preparation of this programmatic environmental impact statement (PEIS). This document analyzes the potential impacts of four alternative systems for conducting the ground water program. One of these systems is the proposed action. These alternatives do not address site-specific ground water compliance strategies, because the PEIS is a planning document only. It assesses the potential programmatic impacts of conducting the Ground Water Project, provides a method for determining the site-specific ground water compliance strategies, and provides data and information that can be used to prepare site-specific environmental impacts analyses more efficiently. This PEIS presents multiple ground water compliance strategies, each with its own set of potential impacts, that could be used to implement all the alternatives presented in the PEIS except the no action alternative. The no action alternative must be considered by law. It consists of taking no action to meet EPA standards. Implementing all PEIS alternatives (except no action) means applying a ground water compliance strategy or a combination of strategies that would result in site-specific impacts
