[en] The Norwegian Water Resources and Energy Administration (NVE) considers risk- and vulnerability analyses as an essential tool in the design of preparedness plans and priority programmes. NVE therefore wants that the method used to make such analyses should become well-known and that the power utilities should incorporate them in their work. This report is a guide which will introduce the method. It defines the fundamental concepts and illustrates the methodology by means of examples. It aims to give a basic understanding of what risk- and vulnerability analyses are all about and to provide a means for the individual utility to do its own simple analyses. 8 refs., 3 figs., 20 tabs
