[en] The present report was prepared under contract to UNIDO to conduct a case study of biomass energy use and potential in Romania. The purpose of the case study is to provide a specific example of biomass energy issues and potential in the context of the economic transition under way in eastern Europe. The transition of Romania to a market economy is proceeding at a somewhat slower pace than in other countries of eastern Europe. Unfortunately, the former regime forced the use of biomass energy with inadequate technology and infrastructure, particularly in rural areas. The resulting poor performance thus severely damaged the reputation of biomass energy in Romania as a viable, reliable resource. Today, efforts to rejuvenate biomass energy and tap into its multiple benefits are proving challenging. Several sound biomass energy development strategies were identified through the case study, on the basis of estimates of availability and current use of biomass resources; suggestions for enhancing potential biomass energy resources; an overview of appropriate conversion technologies and markets for biomass in Romania; and estimates of the economic and environmental impacts of the utilization of biomass energy. Finally, optimal strategies for near-, medium- and long-term biomass energy development, as well as observations and recommendations concerning policy, legislative and institutional issues affecting the development of biomass energy in Romania are presented. The most promising near-term biomass energy options include the use of biomass in district heating systems; cofiring of biomass in existing coal-fired power plants or combined heat and power plants; and using co-generation systems in thriving industries to optimize the efficient use of biomass resources. Mid-term and long-term opportunities include improving the efficiency of wood stoves used for cooking and heating in rural areas; repairing the reputation of biogasification to take advantage of livestock wastes and future sanitary landfills equipped with gas collection systems; and developing short-rotation woody energy crops.
